RE: Leadership Planning Team (LPT) Meeting
Mayor Pro Tem Gerry Horak, Deputy City Manager Diane Jones, Assistant City Manager Wendy
Williams, City Attorney Steve Roy, and City Clerk Wanda Nelson met on Tuesday, December 10,
and the following summarizes the discussions that began at 8:13 a.m.
December 10 Work Session
The discussion of the renewal of the ¼ cent capital improvement program will focus on
outcomes.
The impact of tiered rates will be discussed in the Utility Bill and Conservation Programs
Review. Staff presented a lot of data in the AIS; for the Work Session, staff is asked to present
the “bottom line” for this item – what are staff’s conclusions and what is the recommendation
as we move forward?
December 17 Regular Meeting
On the Consent Agenda for Council’s consideration will be an ordinance that would delete the
requirement (in Section 2-30) that the title of any ordinance placed on the consent calendar be
read prior to action by the Council on the consent calendar.
Also on the Consent Agenda will be resolution that extends the time for negotiation of an IGA
with Larimer County for developing a financial model for evaluating fiscal impacts associated
with the formation of tax increment financing districts. Staff is asked to ensure that the County
supports the requested one year extension.
The City Code was recently amended to address smoking in outdoor serving areas. On
December 17, Council will consider an ordinance that amends the effective date of the
“smoking ordinance” for those outdoor service areas that are not within or abut sidewalks or
other public rights-of-way. Staff is asked to present pictures of these outdoor service areas that
would be impacted by this phased-in approach.
A resolution will be presented regarding the advisory opinion and recommendation of the
Ethics Review Board. Mayor Weitkunat has recently asked that the Ethics Review Board

reconsider its opinion regarding her ability to participate in decisions of the City Council and the
URA Board related to the redevelopment of the Mall. Since the Ethics Review Board meeting
(scheduled for December 13) will occur after the Agenda Packet print deadline, the materials
will be provided separately.
The reimbursement and redevelopment agreement for the Foothills Mall will be considered by
Council and the URA. Staff is asked to report how the developer has addressed the concerns
raised by and the relocation plan for the Arc Thrift Store.
The “Road to Zero Waste Goals” will be placed on the agenda as a discussion item.
Council interview partners for board and commission vacancies did not reach agreement for
one vacancy on the Economic Advisory Commission and one vacancy on the Downtown
Development Authority. A resolution to fill these two vacancies will be considered as a
discussion item.
Six Month Calendar
A possible Executive Session has been added to January 7.
The meeting scheduled for Wednesday, January 29 to discuss the Fort Collins-Loveland Airport
needs to be rescheduled. The LPT suggested keeping this evening on the Calendar in case there
is a need for an Adjourned Meeting or Work Session.
For the February 11 Work Session on Retail Marijuana, staff is asked to address the impacts of
marijuana on the community. The LPT suggested involving the school district, CSU, and others
in a community forum to discuss these impacts.
Staff is asked to clarify the purpose of the Work Session on May 13 for Commercial Water
Allotments.
Other Discussion Items:
Deputy City Manager Diane Jones reported on the following items discussed at previous LPT
meetings:
1. The Building Review Board has reviewed the 2012 International Code and recommends
adoption of the Code at the January 7 Regular City Council meeting. This will be in the
Agenda Item Summary.
2. Recent paving work completed by a contractor on Sherwood was done so with the
oversight of the City’s construction inspector.
3. Staff is working on appointments to the West Nile Virus Technical Advisory Committee.
Staff is asked to ensure those interested in WNV mitigation efforts have been contacted.

City Attorney Steve Roy stated staff is working on Code amendments regarding land use
appeals. A memo to City Council will be provided that outlines how land use appeal site visits
can be conducted in line with the intended process.
Mayor Pro Tem Horak has been appointed by Governor John Hickenlooper to the Denver
Metropolitan Area Regional Air Quality Council.
Mayor Pro Tem Horak attended the Progressive 15 Board retreat yesterday. More information
