RE: Leadership Planning Team Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy
City Manager Diane Jones, Assistant City Manager Wendy Williams, City Attorney Steve Roy,
City Clerk Wanda Nelson, and Graduate Management Assistant Pam Weir met on Tuesday,
November 12, and the following summarizes the discussions that began at 7:37 a.m.
November 12 Adjourned Meeting
The purpose of this meeting is for City Council to conduct the yearly evaluations of the
Municipal Judge, City Attorney, and City Manager.
A resolution outlining new procedures for the performance review process will be presented
for Council’s consideration in January. The resolution will reflect additional Council input and is
intended to allow more flexibility in how the evaluations are conducted.
November 19 Regular Meeting
In the Agenda Item Summary (AIS), staff is asked to describe the public outreach process
relating to the smoking in public areas. This ordinance will be placed on the agenda as a
discussion item.
Due to the number of agencies included and the dollar amount involved, staff is asked to
include the 2013 Fall Competitive Process on the agenda as a discussion item.
The Finance Committee has reviewed the proposed resolution that adopts the updated City
debt policy and revenue policy.
City Council will consider a motion to adjourn this meeting to November 26 for the continuation
of the yearly evaluations of the Municipal Judge, City Attorney, and City Manager.
Six Month Calendar
The regulation of recreational marijuana in public parks and on front porches will be a part of
the discussion at the Work Session on November 26 regarding retail marijuana.

Phase 2 of Exterior Property Maintenance Codes will be discussed at the Regular Meeting on
December 17. Staff is asked to send a report on the community outreach conducted and
community feedback before the materials are distributed for the regular Council meeting.
Two items will be added to the “Unscheduled” portion of the Calendar:
1. City Flood Response After Action Review, and
2. Friendship City with San Cristobal (what transpired, what are the next steps).
Other Discussion Items:
City Clerk Nelson noted staff will continue to work on the options discussed at last week’s
Council retreat regarding Board and Commission function and structure. Mayor Pro Tem Horak
volunteered to participate in these efforts. City Manager Atteberry will send a letter to the
Boards and Commissions outlining the next steps.
Assistant City Manager Williams will have a map available in Thursday’s packet that outlines
where Council offices could be located within each district.
Deputy City Manager Jones stated that additional signage has been installed at the Senior
Center during the remodel to help visitors locate the entrance. Staff is working with volunteers
to add shuttle service during peak hours. Additionally, the contractor is considering adding an
entrance to the west side of the facility to direct the fitness traffic to park on that side of the
center during construction.
City Manager Atteberry had a phone conversation with Sam Mamet, Director of CML, about
how and if the City of Fort Collins can work with CML on URA legislation.
City Manager Atteberry reported that it is Council’s preference to place the continuation of the
tax renewal on the April 2015 ballot.
City Manager Atteberry met with the owners of ReSource. As a result of the construction on
north College, the owners have decided to close their business and sell the building. They have
expressed great interest in staying in Fort Collins. Staff will explore how ReSource and other
similar businesses fit the City’s long-range strategy for handling recycling, re-using, and re-
purposing materials.
Staff is asked to respond to a request from Marilyn Marks for correspondence related to HB 13-
1303 (Voter Access and Modernization).
The City of Fort Collins will participate in a discussion on train horn noise at the National
League of Cities Conference. Mayor Pro Tem Horak and City Manager Atteberry will be
involved in those discussions.

City Attorney Roy was recently asked by Councilmember Cunniff if Council dinners must be
posted as public meetings. A memo will be forthcoming to Council on this matter.
Mayor Pro Tem Horak suggested that we continue to explore different governing structures
for both the URA and the URA Finance Committee. For example, different members of Council
could be appointed to the URA Finance Committee than are currently serving on the City
Council Finance Committee. Additionally, meeting with the other taxing entities would be
beneficial and help determine how those entities wish to be consulted.
Mayor Pro Tem requested when new City facilities are being planned that consideration be
given if library services can be co-located in the new facility.
Mayor Weitkunat received a Presidential appointment to the Climate Preparedness and
Resiliency Task Force. The organizational meeting will be held December 10 in D.C. and staff is
working on background and resource materials for the Mayor for that meeting.
Graduate Management Assistant Pam Weir described her experience assisting Estes Park with
their flood impact mitigation efforts. One noteworthy observation was how the town and the
community came together on efforts to keep the morale up.
