RE: Leadership Planning Team Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Assistant
City Manager Wendy Williams, City Attorney Steve Roy, and City Clerk Wanda Nelson met on
Monday, October 21, and the following summarizes the discussions that began at 7:36 a.m.
October 22 Work Session
In the presentation regarding the 2012 International Codes Review, staff is asked to clarify if
residential sprinklers, deconstruction, and reuse of materials are part of this Work Session topic
and, if not, when will those items be coming forward for Council’s consideration?
During the discussion on the Lincoln Corridor Plan, staff is asked to address the bike path and
the associated detour.
October 29 Work Session
A joint meeting has been scheduled between City Council and the Board of Directors of the
Poudre Valley Fire Protection District. City Manager Atteberry noted that part of the discussion
will center around the context and history of the relationship between the two entities.
Additionally, upcoming challenges for the first quarter of 2014, such as proposed amendments
to the IGA, will be discussed.
November 5 Regular Meeting
Staff will be providing an update on the City’s Flood Efforts under “Staff Reports.” During this
“after action report,” staff is asked to describe the following:
• What would a 100-year flood look like?
• What would a 500-year flood look like?
• What are the levels of water in the river?
The first discussion item for November 5 is an amendment of the City Code pertaining to
smoking in public areas. Representatives from the Youth Advisory Board and the Youth
Tobacco Coalition have expressed interest in participating in this discussion. In the
presentation, staff is asked to list the groups that were included in the outreach process.

City Attorney Roy noted it might be helpful to have a conversation with City Council in terms of
their expectations of staff taking draft ordinances to outreach meetings. Mr. Roy explained
that the ordinance may not be finalized, or elements of the ordinance could raise unnecessary
concern when those elements are eliminated prior to the ordinance being placed on the
agenda for Council’s consideration.
Due to City Council concerns raised regarding the loan agreement with the URA for the
Capstone project, the Finance Committee will discuss this further.
Six Month Calendar
City Manager Atteberry reviewed the proposed agenda for the November 7 Retreat:
1. Board and Commission Structure Review
2. City Council Work Plan
3. Strategic Plan and Budgeting for Outcomes
4. Other Items
a. Work Session Presentation Tapings (should they continue?)
b. Executive Sessions (should they be scheduled during dinner on Work Session
nights?)
The Leadership Planning Team suggested adding “Ethics Review Board: Composition and
Process” under “Other Items.” Council is asked to send an email to City Clerk Nelson if they
would like to add items to the Retreat Agenda.
It was requested that the Retreat end at 5:00 p.m.
Mayor Pro Tem Horak left at 8:49 a.m.
Other Discussion Items:
City Manager Atteberry has received a complaint about the impact that vacation homes can
have on neighborhoods. Presently there are 50-60 such homes in Fort Collins. The City
Manager’s Office will research how other communities are addressing this issue and will have a
report for Council in the future.
City Manager Atteberry is meeting with the owners of ReSource to discuss their business
challenges and possible solutions.
City Manager Atteberry and City Attorney Roy are reviewing the resolution that outlines the
process for their yearly evaluations as the deadlines noted in the resolution often do not
coincide with schedules, the Six Month Calendar, etc. They will bring suggested amendments
to Council after the first of the year.
Mayor Weitkunat asked for clarification about her conflict of interest that exists in terms of
conversations regarding the redevelopment of the Foothills Mall.

City Manager Atteberry received an email about the location of Bicycle Boulevard and a
suggested alternate route. The email was forwarded to Karen Cumbo, Director of Planning,
Development, and Transportation, for further review and response.
Mayor Weitkunat and other members of City Council attended the Senior Center expansion
ground breaking ceremony this past weekend. The community is very excited about the
expansion and the additional items that are being added to the project.
