HomeMy WebLinkAboutMemo - Read Before Packet - 10/8/2013 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting Minutes � October 7, 2013City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 7, 2013 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, Deputy City Manager Diane Jones, Assistant City Manager Wendy Williams, City Attorney Steve Roy, and City Clerk Wanda Nelson met on Monday, October 7, and the following summarizes the discussions that began at 8:02 a.m. October 8 Work Session Dr. Tony Frank, President of Colorado State University, will provide an update on the proposed on-campus stadium and the CSU Master Plan. Council will be asking Dr. Frank to discuss parking as it relates both to the stadium and on-campus parking in general. For the second item on the Work Session agenda, staff is asked for their thoughts on how the planned improvements to the Poudre River might be impacted by a major flood, such as just experienced in 2013. The question of requiring citizens to be registered voters to be eligible to serve on a board or commission may be raised under “Other Business.” October 15 Regular Meeting/Urban Renewal Authority (URA) Meeting Staff is asked to brief new Councilmembers on how the operational costs of the Fort Collins- Loveland Airport are funded. Additionally, staff will provide Council with a copy of the Intergovernmental Agreement between Fort Collins and Loveland and describe the governance model by which the two cities operate the airport. The Recreational Trail Master Plan discussion originally scheduled for October 15 will now be held on November 19. Staff is asked to reach out to new Councilmembers to ask if they have any questions or need additional background regarding the URA Budget and Revised Policies and Procedures. Leadership Planning Team Meeting October 7, 2013 Page 2 of 3 Six Month Calendar A Work Session on the Block 32 Master Plan and the Utilities Building Update will be held after the Regular Meeting on November 19. The Foothills Mall Redevelopment Agreement discussion will be held December 3. Review of the 2015 Strategic Plan, that serves as the foundation for the 2015-16 Biennial Budget, will be held on Saturday, February 22. The “State of the City” address is tentatively scheduled for January 28. Staff is asked to determine if an alternate date would work so that January 28 can be used for Work Session items. Other Discussion Items: City Clerk Nelson reported that Board and Commission Coordinator Molly Wendell will be moving to Denver to join a family business, and her last day will be October 11. Ms. Wendell’s replacement will be Christine Macrina, who presently works in the City Manager’s Office. Suggested topics for the Joint Regional Quarterly Meeting on October 24 include Airport economic development efforts, regional Police training facility, and the impacts of the 2013 flood on regional transportation. A staff representative from the Social Sustainability office will be attending the Housing Authority Board meetings. Staff will also be working with the Housing Authority to identify any infrastructure needs related to the description of “declining neighborhoods.” This may have implications for the 2015-16 budget. Mayor Pro Tem Horak plans to attend the fall conference for the Progressive 15 (group of 15 northeastern Colorado Counties, including Larimer County) which is scheduled October 10 and 11. Staff is asked to: • Provide a report on the associated costs of the Pro-Challenge Cycling event. • Inform Councilmembers when the installation of the bridge will occur for the MAX project. • Outline the policies that drive funding recommendations for CDBG and HOME Program applicants. • Work with the requestor and additional stakeholders on a request to move the cannon from City Park to Veterans Plaza. • Invite Council to debrief with the Planning and Zoning Board on the Capstone Development. Leadership Planning Team Meeting October 7, 2013 Page 3 of 3 Mayor Pro Tem Horak attended an I-25 Coalition meeting last week and there seems to be general support for an additional lane in I-25, north of Highway 7. Mayor Weitkunat recently met with a FEMA Public Affairs Specialist. The Specialist is required to contact local elected officials to describe the assistance FEMA can provide. City Manager Atteberry will follow up with the FEMA contact. The discussion ended at 10:02 a.m.
