RE: Leadership Planning Team Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, Deputy City Manager Diane Jones,
Assistant City Manager Wendy Williams, City Attorney Steve Roy, and City Clerk Wanda Nelson
met on Monday, September 30, and the following summarizes the discussions that began at
7:18 a.m.
October 1 Regular Meeting
Consent Agenda Item #11 concerns the purchase and installation of an 800 MHz radio system
for the Utilities Department. Staff is asked to clarify why this “interim fix” is so expensive and
why it is needed at this time.
Two water main replacements will be considered under Consent Agenda Item #12. Staff is
asked if we are actively looking where bicycle and pedestrian underpasses could be installed in
relation to this project as well as in conjunction with future major utility capital projects.
In the Tuesday “Read Before” packet, staff is asked to provide a memo describing the discussion
held with the Finance Committee in July regarding Agenda Item #13 Fort Collins-Loveland
Intergovernmental Agreement and the sale of excess water treatment capacity.
An addition to the agenda will be included under “Staff Reports” for a report on recent awards
received by the City’s Fleet Department.
Staff will provide a brief overview of Agenda Item #20 concerning the resolution of support for
the construction of a new County office building in Loveland. Commissioner Lew Gaiter will be
present to discuss this item with Council.
City Council will consider adopting the Midtown Plan under Agenda Item #22. Staff is asked to
clarify if and how the issue with frontage roads (the many conflicts as a result of various turning
directions) will be addressed in the Plan.
The Executive Session scheduled under “Other Business” will not be held tomorrow evening.

Six Month Calendar
For the October 8 Work Session, staff is asked to report how the recent flood will affect the
projects planned for the Poudre River.
The October 29 Work Session will include an update on West Nile Virus.
The “Three Mile Plan Update” scheduled for December 17 is done periodically as required
under State statute.
A 4:00 p.m. start time will be included on the Calendar for the Work Session on March 25
(Strategic Plan Review Details 2015-16).
In an effort to “be more green,” staff is asked to include the legend to the Six Month Calendar
only on the first page, thereby saving ink and paper.
Other Discussion Items:
During the recent flood event, emergency calls were made to citizens who had signed up for
the emergency notification system. For those citizens who didn’t answer the call, a message
was left by the system that required citizens to call back to a 19 digit number. Staff is asked to
review this practice to determine if it can be simplified for future notifications.
Deputy City Manager Jones noted that the Joint Regional Quarterly Meeting with Larimer
County, Fort Collins, Loveland, and Berthoud will be held on October 24. City Council is asked
to contact Ms. Jones with any proposed agenda items. One item suggested is to discuss when
might be the appropriate time to begin to consider what we can do to prevent such devastating
damage from a future flood event.
A permit application has been filed with the City requesting the use of Washington Park for a
Flood Relief/Marijuana Joint Giveaway event this Wednesday.
City Manager Atteberry stated that the Baldrige Examiners for the City’s Timberline Application
will be in town November 4 – 6, 2013.
