Dear Mayor & City Council, I will tell you first off that I can’t be as loquacious as Clint, so my words will be much more to the point. I would love to support the Outdoor Maintenance Code, but for the fact that the doors are opening for a neighbor to make an unfounded complaint against another neighbor for whatever reason they choose that day. Let me explain – since the language is not specific enough to define what must be required in order to have a violation, anyone can make a complaint, which would then require city staff to investigate that complaint, thus spending city time and resources for what may end up being a frivolous complaint between “warring” neighbors. Additionally, I see problems with the subjective discretion of a city employee making one decision regarding an eyesore, and a different city employee making their own decision the next time out that could be completely different. Lastly, I think that this information that’s missing above could have been worked out, had this not been rushed at the last minute to get it to council. Please don’t tell me that this has been out and about to all of the participating “partners” in the city, when we were unable to get the language (due to “city attorney’s office still dragging their feet with the language”) last Tuesday when we received a presentation on the revised ordinance. This revised ordinance was supposed to have answers to both of the questions above, raised months ago, but still does not. And to give the language out on Thursday, and expect that all the community partners would have time to get feedback to staff? I don’t think that this is good governance, which would give the community time for input. I would politely ask that you please send this back to staff for revision and public input, or that you remove this altogether, and quit wasting time and money on this. We have ordinances in place that will effect change at these homes, let’s use what we already have, instead of creating work for our staff to look productive. Thank you for your time. Sean Sean M.
