HomeMy WebLinkAboutMinutes - Read Before Packet - 9/17/2013 - Memorandum From Wanda Nelson Re: Leadership Planning TeamCity Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 16, 2013 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team Meeting Mayor Karen Weitkunat, City Manager Darin Atteberry, Deputy City Manager Diane Jones, City Attorney Steve Roy, and City Clerk Wanda Nelson met on Monday, September 16, and the following summarizes the discussions that began at 8:28 a.m. September 17 Regular Meeting/Urban Renewal Authority (URA) Meeting Staff will provide a fifteen minute update under “Staff Reports” on the flood response and recovery efforts. Included in the update will be an overview of the emergency response process and how it works, the assistance Fort Collins provided to other municipalities, and how the City can receive assistance/reimbursement from the Federal Emergency Management Agency (FEMA). Updates on the flood event can be found on the City’s website: http://www.fcgov.com/news/?id=5029. The City Council and the URA will be considering the Prospect Station Project, a new mixed-use development proposed within the Prospect South Tax Increment Financing (TIF) District. The URA will meet prior to the Regular Council meeting for consideration of an agreement between the URA and Prospect Station, LLC for the Project. After the URA adjourns, the City Council will consider a loan agreement from the City of Fort Collins to the URA for the purpose of funding certain improvements for the Prospect Station Project. Exterior Property Maintenance Code amendments will be the second discussion item. The three Code amendments include deficient structures, vacant and dangerous buildings registry, and excessive storage of personal property viewable from the public right-of-way. Six Month Planning Calendar At the September 3 Regular Council Meeting, a Work Session for a Retail Marijuana Update was added to the November 12 Work Session. This Update will focus on the results of the statewide taxation ballot question and the public outreach conducted to date. In order to adequately assess the results of the taxation ballot question, the response by the State and the potential implications for the Retail Marijuana Update, City Council is asked to consider moving the Update to November 26. Further, the yearly evaluations of the City Manager, City Attorney, Leadership Planning Team Meeting September 16, 2013 Page 2 of 2 and Municipal Judge are also scheduled for the same evening (November 12), which is generally a three-four hour conversation. To do justice to and in fairness of the evaluation process, such as providing adequate and focused time for the conversations, is another reason the City Council is asked to consider moving the discussion on Retail Marijuana to November 26. The fall City Council Retreat has been scheduled for Thursday, November 7, from noon to 6:00 p.m. The preliminary agenda includes the following topics: Board and Commission structure review, strategic planning, and Budgeting for Outcomes (BFO) process changes. Per the September 10 Work Session, Council is asking staff to strategically select those Work Session items that will undergo a “Triple Bottom Line (TBL)” analysis. Currently, those items are marked with a “TBL” after their title on the Six Month Calendar. This analysis considers the social, economic, and environmental impacts of particular projects. Other Discussion Items FEMA is conducting a briefing this morning on the flood events and staff has been asked to listen in via telephone on behalf of the City of Fort Collins. Staff has confirmed that the Associated Students of Colorado State University (ASCSU) Roundtable with City Council on Wednesday, September 18 will still occur. The discussion will begin at 5:00 p.m. at the University Club in the Lory Student Center. Meeting adjourned at 9:57 a.m.
