The purpose of this discussion is to seek City Council’s direction regarding future efforts to re-evaluate the community Greenhouse Gas (GHG) goals and update the Climate Action Plan. A presentation will be given by Dr. Scott Denning, Atmosphere Science Professor, with Colorado State University. Staff is asked to state the reasons that Boulder had a 26% greenhouse gas reduction from 2008 to 2011. Staff is also asked to clarify if credits are received when concrete waste is recycled or if there was a related factor that affected Greenhouse Gas emissions data. The second topic for discussion is Smoking Ordinance Expansion Options. This would expand the smoking ban to include outdoor dining areas, bar patios, and Transfort’s public transit facilities. It was pointed out that Fort Collins was the first municipality in Colorado to pass a smoking ban in restaurants in the 1980’s. August 20 Regular Meeting Two items on the Consent Agenda authorize the use of Eminent Domain to construct public improvements; however, staff does not anticipate having to utilize this tool as the adjacent property owners are in favor of the improvements being constructed. The first Discussion Item is related to a citizen-initiated ordinance to place a five-year moratorium on the use of hydraulic fracturing within the City of Fort Collins or under its jurisdiction to extract oil, gas or other hydrocarbons and to store and dispose of its waste products. Upon the presentation of a sufficient petition by the City Clerk, Council has the option of adopting the initiated ordinance, or submitting the measure to the electors at a November special election. Leadership Planning Team Meeting August 12, 2013 Page 2 of 3 At the August 20 meeting, City Council will consider a business assistance package to Custom Blending by means of tax rebates of $43,500 over a seven-year period for the expansion of its facility. Custom Blending is a primary employer in Fort Collins. This item has been reviewed by the Economic Advisory Committee (EAC). The Council Finance Committee received a short briefing at their July 15 meeting. As part of a larger discussion, staff has been asked to determined what items should be reviewed by the EAC and/or the Council Finance Committee. An adjustment to the Capital Improvement Expansion (CIE) fees will be discussed. Based on feedback received from the Council Work Session on July 9, 2013, staff is recommending a 100% implementation of the Residential CIE fees and a phased implementation of the Commercial and Industrial fees. Staff has been asked to provide additional detail outlining development impact fee rates among Front Range cities over the last five to ten years. Council will consider an ordinance that amended the Land Use Code (LUC) regarding minimum parking requirements in the transit-oriented development overlay zone district. The proposed revision of the Land Use Code (LUC) will require minimum ratio of 70% parking spaces to the proposed number of bedrooms and a provision to meet the standard through alternative compliance. Staff is asked to explain the history of minimum parking requirements and what has led up to the proposed revision in the LUC. Six Month Calendar The agreement for delivery of potable water between Fort Collins Utilities and the Fort Collins- Loveland Water District is being delayed to September 3 as more staff work was required on this item. An ordinance imposing a temporary ban on retail marijuana will be considered on September 3, with a Work Session scheduled for January 28 to discuss Council’s options of continuing the ban or putting regulations into place to allow retail marijuana businesses in Fort Collins. Staff is asked to schedule a Work Session with Jackie Sargent, General Manager of Platte River Power Authority (PRPA), to present information about PRPA’s strategic plan which is currently being developed. Other Discussion Items Deputy City Manager Jones stated that the City Hall south parking has been repaved and striped. The Leadership Planning Team Meeting on September 30 will start at 7:15 a.m. so that Mayor Weitkunat and City Manager Atteberry can welcome a group of visitors from Longview, Texas at a gathering at the Chamber of Commerce. Leadership Planning Team Meeting August 12, 2013 Page 3 of 3 A “Colorado Energy Listening Session” is scheduled to be held in Loveland from 2:00 p.m. to 5:00 p.m. today, August 12. The Colorado Energy Listening Sessions are part of the State’s Colorado Blueprint initiative – which seeks critical insight from business leaders to create economic development strategies that will sustain and grow Colorado’s energy industry, nationally and globally. The sessions are sponsored by the Colorado Office of Economic Development and International Trade (OEDIT), the Colorado Energy Office (CEO), and the Colorado Department of Natural Resources (DNR). Although PRPA Board members were notified of the Loveland listening session late last week, neither Council nor staff received the notice in time to attend. A memorandum was included in Council’s Thursday Packet that outlines the steps involved in the Comcast Cable Franchise negotiations. Members of Council have been receiving emails about the possible discontinuance of RFDTV, which is a channel geared toward the country lifestyle. Staff is asked to be diligent and remove illegal, inappropriate, or outdated signs on trails immediately. In the City Manager’s Monthly Report, staff is asked to include year-to-date revenue projections in dollars as well as percentages. MPACT64 is the term used to refer to a proposed 0.7 percent statewide sales tax initiative dedicated solely to transportation and transit in November 2014. Passage of MPACT 64 would mean a significant increase in funding local transportation and transit needs. The City of Fort Collins is involved in MPACT 64 primarily through the North Front Range Metro Planning Organization (NFRMPO). Staff is helping develop potential project lists for the region’s share. City Manager Atteberry has been meeting with the Town Manager of Timnath about the Intergovernmental Agreement regarding the Growth Management Area. Timnath would like to extend the Agreement through early December. City Manager Atteberry reported that the Museum of Discovery received Platinum LEED (Leadership in Energy and Environmental Design) certification. Meeting adjourned at 9:33 a.m.
