RE: Leadership Planning Team Meeting
Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, Deputy City Manager Diane Jones,
Assistant City Manager Wendy Williams, City Attorney Steve Roy, and City Clerk Wanda Nelson
met on Monday, July 29, and the following summarizes the discussions that began at 8:06 a.m.
July 30 Work Session
Prior to the Work Session, a Special Meeting will be held for the purpose of an Executive
Session.
At this Work Session, a discussion will be held on Amendment 64 Retail Marijuana. Staff is
asked to clarify the two distinct aspects of the Amendment: the first being that it is now legally
permissible to grow, possess, and use marijuana, and the second permits local jurisdictions to
promulgate rules and regulations concerning retail marijuana.
Additionally, two items will be discussed for the Urban Renewal Authority (URA) Work Session:
1. Role of the URA to Implement City Plan Policies
2. Policies related to energy efficiency requirements and recycling/reuse of demolition and
construction waste materials.
Six Month Calendar
Due to Neighborhood Night Out, there will not be a Regular Council meeting on August 6. The
hold that has been placed on August 7 for a possible meeting will be released. Additionally,
there will not be a Leadership Planning Team (LPT) meeting on Monday, August 5.
A Work Session has been scheduled for September 10 that discusses a possible future capital
expansion tax—a potential community capital improvement program once Building on Basics
(BOB) expires in 2015. Staff is asked to clarify if underpasses and/or overpasses for pedestrians
and bicyclists will be included in the project list.

Other Discussion Items
A “mute” switch has been installed in the Council Chamber that permits the presiding officer to
mute the microphones at the speaker podiums. The mute switch may be used in situations
where the speaker refuses to stop speaking.
Staff was commended on the updates that have been sent out on medical marijuana licensing.
Deputy City Manager Jones reported on:
1. An open house will be held on July 31 at the City’s Streets Facility (625 Ninth Street)
from 4 to 7 p.m. regarding the Woodward project. The City is cohosting with Woodward
and contractor Mortenson Construction. Staff is also working on scheduling a
presentation at an upcoming North Fort Collins Business Association meeting.
2. Information regarding the cable franchise will be forthcoming in the August 8 Council
packet.
3. The Colorado Municipal League (CML) is sponsoring a “Youth in Local Government Day.”
Information was forwarded to staff to see if a Youth Advisory Board member, or any
other youth group members the City works with, might be interested in participating in
this event.
4. At the Joint Regional Meeting held last Thursday with Loveland, Berthoud, and Larimer
County, it was decided to include Timnath, Wellington, and Estes Park in future
meetings.
Staff is asked to clarify the following:
1. To what degree are the Police and Fire departments encouraging and facilitating
bilingual training for its staff?
2. Will residents north and west of the designated notification area for the upcoming CSU
concert also be notified?
3. When is the staff report on the recently adopted Sign Code due to Council?
Meeting adjourned at 9:15 a.m.
