HomeMy WebLinkAboutMinutes - Read Before Packet - 7/16/2013 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting Minutes -July 15, 2013City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: July 15, 2013 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Diane Jones, Assistant City Manager Wendy Williams, City Attorney Steve Roy, City Clerk Wanda Nelson, and Chief Deputy City Clerk Rita Harris met on Monday, July 15, and the following summarizes the discussions that began at 8:04 a.m. July 16 Regular Meeting Under “Staff Reports,” an introduction will be made of Vanessa Fenley, the new Director of Homeward 2020. Homeward 2020 is a ten-year plan to end homelessness in Fort Collins. The first topic of discussion under Agenda Item #30 is items relating to oil and gas operations. Two options will be considered regarding establishing a moratorium on oil and gas operations for either seven years or until December 31, 2013. A second ordinance will be considered that amends the Land Use Code to include additional regulations for development in close proximity to oil and gas operations. Items relating to urban agriculture will be discussed under Agenda Item #31. Additional health standards and testing has been included in the second reading of Ordinance 97. A partnership agreement with the city of San Cristobal de las Casas, Chiapos, Mexico, will be considered under Agenda Item #32. They are interested in pursuing a more formal partnership with the City of Fort Collins, and have put forth a Friendship City application that must be approved by Council before the next step can occur which is a working agreement between the two communities. July 23 Work Session The item on Climate Action Planning has been moved to August 13 to allow time for more collaboration from outside entities and to approach this topic from a systems perspective. The first topic of discussion for the July 23 Work Session is exterior property maintenance codes. The discussion will focus on possible solutions to on-going exterior residential property Leadership Planning Team Meeting July 15, 2013 Page 2 of 3 maintenance issues that create a negative impact on neighboring residential properties that are not currently addressed by existing codes. An update regarding the activities of the Rocky Mountain Innosphere and an overview of the City’s incubation strategy will be provided as the second topic of discussion at this Work Session. It was suggested that the discussion involving “Amendments to the Smoking in Public Places Ordinance” be held at the July 23 Work Session (currently scheduled for August 13). Staff has since learned that it is not possible to move this discussion to July 23, and it will remain scheduled for August 13. Six Month Calendar The August 6 Regular Meeting has been cancelled for Neighborhood Night Out (NNO). The night is geared towards community building and safety. Other Discussion Items A meeting is being held this evening with City Council and Larimer County Commissioners at 6:00 p.m. to discuss the financial package of the Foothills Mall project. The Joint Regional Meeting with Larimer County, Loveland, Fort Collins, and Berthoud will be held on Thursday, July 25. Discussion topics include an update on the airport, Highway 287 transportation issues, implementation of Amendment 64 Retail Marijuana, and an agricultural item being presented by the Town of Berthoud. It was also suggested that an item be added to discuss broadening participation among some other Larimer communities. Also on July 25, a Transportation Legislative Review Committee meeting will be held at Front Range Community College from 9:00 a.m. to approximately 10:30 a.m. One of the key messages we hope to convey is the need for the Legislature to invest more resources into needed transportation infrastructure. A tour of the MAX project has been scheduled following the meeting. Deputy City Manager Diane Jones contacted Jennifer Green, a Councilmember from Castle Rock, on behalf of Mayor Weitkunat. Councilmember Green is interested in joining other jurisdictions to eliminate train horn noise without spending huge amounts of money on Quiet Zones. Staff is providing Councilmember Green with additional information on how Fort Collins is addressing this issue and who she should contact. The Human Relations Commission has invited members of Council to attend training on mental health disorders presented by Touchstone on July 25 or 29. Councilmembers are asked to contact Sarah Kane if they are interested in attending. Leadership Planning Team Meeting July 15, 2013 Page 3 of 3 City Manager Atteberry noted that Councilmembers Poppaw and Campana recently attended a Local Legislative Affairs Committee meeting. City Manager Atteberry will be coming back to Council with a Work Plan that is more systems focused. City Manager Atteberry reported that the Museum of Discovery recently earned Platinum Leadership in Energy and Environmental Design (LEED) certification. Mayor Weitkunat attended a Colorado Municipal League (CML) Board retreat in Arvada to discuss the Board’s plan for the next year. Meeting adjourned at 9:54 a.m.
