Per Sharon Thomas, CDBG/HOME Program Administrator, all applicants must submit an application and all of the
required documentation, depending on the type of applicant. Copies of both applications, Public Service/Public Facility
and Housing, are attached. The applications are accessed through ZoomGrants, an online web-based application site.

What documents, paperwork, etc. must agencies submit for consideration in the CDBG process? In other words, what is
required from an agency in order to complete a CDBG grant application?

questions concerning Community Development Block Grant (CDBG) funding:

What are the guidelines for agencies who are seeking CDBG funding?
In terms of the CDBG-specific constraint layers, first, applicants must meet one of three primary CDBG
National Objectives. The most common objective is: "direct service to a majority of low- and moderate-
income clients." Next, for CDBG funding, applicants must come forward with a proposal that is on the
regulatory CDBG "Eligible Activities" list. Lastly, the activity category must be listed as a priority in the
City's most current Five-Year Strategic (Consolidated) Plan, an HUD required document. There are also
many additional, second-tier guidelines and requirements, such as performing due diligence tasks and
adhering to other laws and regulations.
For agencies/projects funded in the last cycle, what was the deadline, and how much was requested
vs. how much was awarded?
The deadline was August 16, 2012. See Attachment #1 for a matrix showing funding requested vs.
funding awarded.
What was the deadline for the current cycle, and what are the funding amounts requested and by
what agencies?
The deadline was February 21, 2013. See Attachments #2 and #3 for matrices showing funding amounts
requested.

guidelines and requirements for agencies who are seeking CDBG funding? Also, could you provide a list
of the agencies/programs that were funded in the last cycle, the deadline for submitting their proposals,
and how much was requested vs. how much was awarded? When was the deadline for submitting
proposals for the CDBG grants that are currently in deliberation, and what were the amounts requested,
and by what agencies?
