HomeMy WebLinkAboutMemo - Read Before Packet - 5/21/2013 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting Minutes - May 20, 2013City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 20, 2013 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Assistant City Manager Wendy Williams, City Attorney Steve Roy, City Clerk Wanda Nelson, and Chief Deputy City Clerk Rita Harris met on Monday, May 20, and the following summarizes the discussions that began at 8:05 a.m. May 21 Regular Meeting City Manager Atteberry noted that the funding source for the Transmission Line Relocation Ordinance (Agenda Item #10) will be changed from “prior year reserves” to “unanticipated revenue” between 1st and 2nd reading. The reason for this is that the future payment from Woodward to cover this expense is contractual so it can be looked at similarly to how revenue is appropriated from grants. Councilmember Overbeck has indicated that he will pull Item #20, Resolution 2013‐049 Authorizing the Execution of the First Amendment to the Intergovernmental Agreement Establishing the Boxelder Basin Regional Stormwater Authority, from the Consent Agenda. Councilmember Overbeck asked questions over the weekend, which were answered by Mayor Pro Tem Horak. If Councilmembers have additional questions, please submit those in advance to the CCSL distribution list. The Leadership Team discussed Item #27, Items Relating to the Oil and Gas Operator Agreement Between the City and Prospect Energy, LLC, and issues raised about the agenda materials not yet being available. Staff was asked to publish as much information as possible today, which should include everything on Options 1 and 2, and provide an explanation for the delay on Option 3. Staff will make copies of this agenda item, in its entirety, available for the public on Tuesday night. May 28 Work Session The intent of the North Front Range Transit Vision Regional Feasibility Study is to bring Council up to speed and to get Council feedback on what recommendations to pursue. Leadership Planning Team Meeting May 20, 2013 Page 2 of 3 The Development Review Transparency Update will include an interactive presentation, which will be longer than most presentations. No pretaping will be done. Questions will be taken during the presentation. An additional item was added to brief Council on the June 4 consideration of funding for the Mary Alice Murphy Center of Hope. This would be an appropriation ($45,000) to provide short term gap funding. Other funding partners include United Way ($58,000), Bohemian Foundation ($45,000) and Serve6.8 ($35,000). The timing of this issue was problematic for the CDBG Spring Competitive process. The funds would not be available until October 1, 2013, and the federal funds could not be used retroactively to pay costs back to January 1, 2013. Six Month Calendar City Clerk Nelson noted that the Regional Water Update is scheduled for the June 25 Work Session. Staff was asked to provide Council with links to the prior Work Session on the Harmony Road Enhanced Travel Corridor Plan (scheduled for formal consideration on July 2). They DO NOT include urban agriculture, Transit Overlay District (TOD), or addition of permitted uses (APU). Substantial or controversial items will be discussed in a work session before being brought forward for final action. An item was tentatively added to the July 9 work session to discuss possible improvements to the structure of boards and commission. Suggestions included options for different criteria for quasi‐judicial boards and aligning the boards and commissions to the seven outcome areas. This item will be added to the Futures Committee in June if possible. Other Discussion Items Staff will work on a policy for avoiding the delay of future agenda items so that as much information as possible is made available on the Thursday before the meeting with periodic updates as more information becomes available. City Manager Atteberry reminded Council of the MPO New Member Transportation Orientation on Wednesday, May 22, 5:00‐7:30 p.m. at The Ranch Events Complex. Leadership Planning Team Meeting May 20, 2013 Page 3 of 3 City Manager Atteberry also reminded Council of the Joint Regional Meeting on Thursday, May 23, 6:00 p.m. at the Larimer County Workforce Center, 418 East 4th Street in Loveland. City Manager Atteberry commented on the opening of the extra (third) lanes on Harmony Road west of Timberline. Additional road (June 1 through June 4) or lane closures will be necessary in the future to complete the project. The recent memo from the Governor’s office regarding the drought emergency was mentioned. Fort Collins is fortunate to be in a better position than the rest of the state. See attached memo from Utilities. Mayor Weitkunat spoke about the Senior Center renovations rollout last week. Staff was asked to provide a high level summary of the event. Mayor Weitkunat indicated that Council may be asked to look for funds to help with asphalt repair at the airport. City Manager Atteberry stated he is looking into whether 2B or Pavement Management funds can be used. Information about the asphalt conditions and possible funding options will be forthcoming. Mayor Pro Tem Horak spoke of the meeting Police Services held at Putnam Elementary regarding criminal activity in the area, and asked that Council be informed of those meetings in advance. The meeting adjourned at 9:55 a.m.
