HomeMy WebLinkAboutMemo - Read Before Packet - 5/14/2013 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting Minutes � May 13, 2013City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: May 13, 2013 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Diane Jones, Assistant City Manager Wendy Williams, City Attorney Steve Roy, City Clerk Wanda Nelson, and Management Intern Kelly Unger met on Monday, May 13, and the following summarizes the discussions that began at 8:04 a.m. May 14 Adjourned Meeting/Urban Renewal Authority (URA) Meeting Under “Other Business,” two items are being added to the agenda. The first item the City Council may consider is a motion to suspend the City Council’s Rules of Procedure for its May 21, 2013 meeting to allow for additional citizen input at that meeting regarding a proposed operator’s agreement with Prospect Energy and an ordinance exempting Prospect Energy from the existing moratorium on oil and gas operations and ban on hydraulic fracturing. Citizen participation will be limited to sixty minutes. The second item is the possible consideration of a motion to waive the attorney-client privilege with regard to a confidential memo previously provided to the City Council by special counsel Dee Wisor. Also on May 14, the URA Board will meet to consider a resolution appointing members to the URA Finance Committee. Following the URA Board Meeting, a Work Session will be held to discuss two topics: Urban Agriculture, and the Provincetown Condominium Development Master Covenant. Staff has been asked to explain why so many units in the Provincetown Development are under foreclosure. For the Work Session, the tables will be set up in a smaller “horseshoe arrangement” that will permit Council members to sit across from each other in an effort to facilitate increased dialogue. Staff will sit at the table directly across from the screen to make the transition smoother between Work Session topics. Last, the URA Board will meet in Work Session to discuss the purpose of the URA and the mechanics of Tax Increment Financing in regards to the North College URA and Prospect South Leadership Planning Team Meeting May 13, 2013 Page 2 of 3 URA. Staff is asked to start at the macro-level and explain the purpose of a URA and how that then translates into smaller areas, such as the Plan Area, then District, etc. Staff was commended for the easy-to-read PowerPoint slides in the URA presentation. May 21 Regular Meeting Staff is asked to report on the wildfire conditions and give an update on the water supply. Many calls and emails are being received on the necessity of water restrictions when the region has received so much precipitation as of late. An appeal of the Carriage House Apartments will be heard this evening. The application consists of a request to demolish two existing single family homes at 1305 and 1319 South Shields Street and construct five, three-story multi-family buildings. The second discussion item is the oil and gas operator agreement with Prospect Energy. Council is asked to contact City Manager Atteberry by tomorrow (Tuesday) evening if they have any questions or need additional information regarding the agreement. As noted earlier, citizen participation will be held for this item and limited to sixty minutes. Six Month Calendar The Work Session on Amendment 64 – Retail Marijuana will be postponed to June 25 to permit Councilmember Troxell’s participation in this discussion. A discussion on the Council Retreat Report will be held on June 25 as well. It was requested that a “hold” be placed on July 30 for a possible Council meeting. Per a discussion held at the recent Council Retreat, July 30 may be used for a URA meeting, an appeal, or a Work Session. Other Discussion Items It was suggested that City Council meet with our respective legislators in early summer to discuss issues of mutual interest and possible legislation for 2014. City Clerk Nelson referenced a news article posted on Fox31 Denver webpage that describes the backlog in background checks. This similar concern has been voiced by the applicants of medical marijuana licenses. A joint meeting has been scheduled for May 23 with Larimer County and surrounding municipalities. Topics of discussion include a multi-jurisdictional Law Enforcement Training Facility (shooting range and driving track), update on “Our Lands, Our Future” (County open lands), and Scientific and Cultural Facilities District. Leadership Planning Team Meeting May 13, 2013 Page 3 of 3 Staff is asked to include maps of the location of projects when referenced in the City Manager’s Update Report. In this same Report, staff is asked to clarify the delay in proceeding with Community Development Block Grant (CDBG) recommendations until HUD entitlements are finalized. City Manager Atteberry will participate on a panel Thursday morning with the Northern Colorado Commercial Brokers on the “Tale of Three Cities.” Mayor Weitkunat reported receiving many favorable comments regarding the new Foothills Mall that will soon undergo construction. The meeting adjourned at 9:58 a.m.
