HomeMy WebLinkAboutMemo - Read Before Packet - 4/16/2013 - Memorandum From Wanda Nelson Re: Leadership Planning Team Meeting - April 15, 2013City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: April 15, 2013 TO: Mayor and Councilmembers FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team Meeting Mayor Karen Weitkunat, Mayor Pro Tem Gerry Horak, City Manager Darin Atteberry, Deputy City Manager Diane Jones, Assistant City Manager Wendy Williams, City Attorney Steve Roy, and City Clerk Wanda Nelson met on Monday, April 15, and the following summarizes the discussions that began at 12:16 p.m. The Leadership Planning Team meetings now will be held on Monday mornings from 8 a.m. - 10 a.m. April 16 Regular Council Meeting Agenda item #8 concerns the second reading of an ordinance regarding the construction of a pre- sedimentation basin as part of the High Park Fire Remediation. Staff is asked to describe where this basin is being constructed and include a map of the area. City Council will consider an Intergovernmental Agreement (IGA) under agenda item #17 for the Loveland to Fort Collins stage of the USA Pro Cycling Challenge Cycling Race. In a memo in the “Read Before” packet, staff is asked to describe the boundaries of the Local Organizing Committee in incurring debt and other obligations associated with this event. A staff report on the City's Water Supply may not be needed in light of the upcoming April 23 Work Session on 2013 Water Supply Outlook. When this presentation is given, staff is asked to describe where the Colorado-Big Thompson (CBT) water originates and how it is delivered to Fort Collins. If not available for their presentation for agenda item #24 regarding the ban of open burning, staff is asked to describe for Second Reading the difference between Stage 1 and Stage 2 fire restrictions. Specifically, what criteria are used to declare a ban? Due to the sizable crowd expected, additional seating will be made available in the Council Information Center (CIC). April 23 Work Session The water supply update formerly planned will be rescheduled for another meeting. Leadership Planning Team Meeting April 15, 2013 Page 2 of 3 Urban Agriculture Land Use and City Code Changes will be discussed. The suggested changes would create a licensing system for community gardens, allow farmer’s markets in more zone districts, and allow for certain animals in city limits. Six Month Calendar Several members of Council are attending the Colorado Municipal League (CML) conference in June. The City Manager's Office will confirm if the June 18 Council Meeting will be held. The Carriage House Appeal will be held on May 21. Staff is asked to schedule a presentation to Council on the City’s approach to the public engagement process. There was some discussion about scheduling a Work Session to provide background on the urban renewal process and tax increment financing. City Clerk Nelson reported that medical marijuana applicants have expressed concern via email and phone calls over the length of time it is taking for the CBI to process background checks. The medical marijuana business team is exploring options to address their concern, to include the possible option of conditional permits being issued. Deputy City Manager Jones indicated an orientation session will be held on April 16 for new members of Council. The purpose of this orientation is to provide an overview by the City Manager, City Attorney, and Municipal Judge. City Manager Atteberry will meet with the Mayor and Mayor Pro Tem to plan the upcoming Council retreat on May 3 & 4. A draft agenda will be emailed to Council with suggested topics. A discussion was held regarding the possible need for temporary appointments being made to certain committees. The City Manager will review the need and make recommendations as necessary. Council Committee and Liaison assignments will likely be reviewed at the May 3 and 4 Council Retreat; a Resolution to formalize committee and liaison assignments will be prepared for the May 7 Council meeting. Mayor Pro Tem Horak reported that the decision has been made by Xcel Energy to install their pipeline in the street at the intersection of Harmony and Shields, rather than through private property. He congratulated staff and Councilmember Troxell for his efforts on this issue. A Work Session on the City's Financial Plan will be added to the unscheduled portion of the Calendar. City Manager Atteberry will finalize the scheduling of this item with the Finance Committee. Mayor Pro Tem Horak requested that staff research how sequestration impacts the next round of Community Development Block Grant (CDBG) funding. City Manager Atteberry will meet with members of Council to discuss the Mall. Leadership Planning Team Meeting April 15, 2013 Page 3 of 3 A productive meeting was held with the City Manager and Larimer County Administration regarding issues related to the Urban Renewal Authority (URA) and the Mall. City Manager Atteberry reported that the Fraternal Order of Police have requested that negotiations be opened up regarding their contract. Negotiations must commence by May 15. City Manager Atteberry noted that there presently exists a non-profit group called the Coalition for the Poudre River Watershed. This group is working with the City and County on watershed restoration efforts. City Manager Atteberry reported that the Governor is looking for appointees to various boards, including the Colorado Trust Fund Board (which oversees the Great Outdoors Colorado Grant Program). Assistant City Manager Williams will look into this further to determine if Fort Collins can have a representative on the Board. Mayor Weitkunat is requesting a joint Work Session between City Council and the Planning and Zoning Board to discuss several topics, to include the Comp Plan, Development Review Process, etc. Mayor Weitkunat suggested that the City take a comprehensive look at the housing needs of senior citizens, individuals with physical disabilities, and those requiring affordable housing. San Cristobal, Mexico is interested in establishing a “Friendship City” arrangement with the City of Fort Collins. There are several contacts with CSU that are in place and in response to an earlier request from San Cristobal’s Mayor to visit, a future trip in late May or early June is being considered.
