7. Resolution 2013-029 Expressing Gratitude and Appreciation to Ben Manvel for His Contributions
to the Community as a Councilmember.

9. Resolution 2013-031 Expressing Gratitude and Appreciation to Kelly Ohlson for His Contributions

The Charter provides that the Council shall elect a Mayor Pro Tem who shall act as Mayor during
the absence or disability of the Mayor.

RESOLUTION 2013-029
OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXPRESSING GRATITUDE AND APPRECIATION
TO BEN MANVEL FOR HIS CONTRIBUTIONS
TO THE COMMUNITY AS A COUNCILMEMBER
WHEREAS, Ben Manvel was elected as a City Councilmember on April 5, 2005, took office
on April 19, 2005, was reelected on April 7, 2009, and has served two full terms on City Council
through April 9, 2013; and
WHEREAS, Councilmember Manvel has served as the Council liaison to the Air Quality
Advisory Board, the Community Development Block Grant Commission, the General Employee
Retirement Committee, the Natural Resources Advisory Board, and the Transportation Board; and
WHEREAS, during his tenure, Councilmember Manvel has also served as a member of the
City’s Downtown Development Authority, Ethics Review Board, the Legislative Review
Committee, and the Finance Committee; and
WHEREAS, Councilmember Manvel has represented the City on the Colorado State
University Liaison Committee, the CML Policy Committee, the Larimer County Fair Board, the
Larimer County Open Lands Advisory Board, the North College Urban Renewal Plan Citizen
Advisory Group, the North Front Range Transportation/Air Quality Planning Council - Metropolitan
Planning Council (MPO), the Air Quality Council, the North I-25/Governor’s Regional Front Range
Environmental Impact Study (EIS) Project Regional Coordination Committee (CDOT), and the
Poudre Heritage Alliance; and
WHEREAS, Councilmember Manvel has shown great passion and commitment to the
citizens of Fort Collins through his efforts to improve air quality, provide public transportation, and
foster economic health.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City expresses its sincere appreciation and gratitude to Ben Manvel for his
service and contributions to the community as District 1 Councilmember.

RESOLUTION 2013-030
OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXPRESSING GRATITUDE AND APPRECIATION
TO AISLINN KOTTWITZ FOR HER CONTRIBUTIONS
TO THE COMMUNITY AS A COUNCILMEMBER
WHEREAS, Aislinn Kottwitz was elected on April 7, 2009, took office on April 14, 2009,
and has served one full term on City Council through April 9, 2013; and
WHEREAS, during her tenure, Councilmember Kottwitz has served as the Council liaison
to the Commission on Disability, the Cultural Resources Board, the Golf Board, the Land
Conservation and Stewardship Board, the Senior Advisory Board, and the Youth Advisory Board;
and
WHEREAS, Councilmember Kottwitz has also served as a member of the City Council’s
Ethics Review Board; and
WHEREAS, Councilmember Kottwitz has exemplified the qualities of a good leader,
including her emphasis on family, maintaining a strong work ethic, and adding beneficial ideas in
the decision-making process.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City expresses its sincere appreciation and gratitude to Aislinn Kottwitz for her
service and contributions to the community as District 3 Councilmember.

RESOLUTION 2013-031
OF THE COUNCIL OF THE CITY OF FORT COLLINS
EXPRESSING GRATITUDE AND APPRECIATION TO
KELLY OHLSON FOR HIS CONTRIBUTIONS TO THE
COMMUNITY AS MAYOR PRO TEM AND COUNCILMEMBER
WHEREAS, Kelly Ohlson was elected to the City Council on April 5, 2005 for a second
time, having served on City Council from April 12, 1983 until March 10, 1987, and as Mayor from
March 3, 1986 until March 10, 1987; and
WHEREAS, Mr. Ohlson took office for the second time on April 19, 2005, and was reelected
on April 7, 2009, serving two consecutive terms through April 9, 2013; and
WHEREAS, Kelly Ohlson has served as Mayor Pro Tem of the City of Fort Collins for three
terms from April 10, 2007, through April 9, 2013; and
WHEREAS, during this tenure, Mayor Pro Tem Ohlson has served on the Ethics Review
Board and as the Council liaison to the Building Review Board, the Parks and Recreation Board, and
the Zoning Board of Appeals; and
WHEREAS, Mayor Pro Tem Ohlson has ably represented the City on the Downtown
Development Authority Board of Directors, the Finance Committee, the Legislative Review
Committee, and the Public Safety Planning and Funding Committee, and in numerous other
capacities; and
WHEREAS, Mayor Pro Tem Ohlson served on the Natural Resources Advisory Board from
1995 through 2003, the Citizen Budget Committee, the first City Plan Advisory Committee, and the
Building Community Choices Citizen’s Committee; and
WHEREAS, Mayor Pro Tem Ohlson received Etown’s National E-chievement Award in
2008 for his decades of work protecting open space and natural areas, and the State of Colorado
Lifetime Achievement Award in 2011 for his work to significantly further recycling and reduce solid
waste in Colorado; and
WHEREAS, Mayor Pro Tem Ohlson received the first Founder’s Award from the Fort
Collins Conventions and Visitors Bureau in 2010; and
WHEREAS, throughout his terms in office, Mayor Pro Tem Ohlson has been a strong
advocate for the residents and neighborhoods of Fort Collins and the environmental sustainability
of the community; and
WHEREAS, Mayor Pro Tem Ohlson has exemplified the qualities of a leader and has
demonstrated his commitment to this community through his many years of service, his preservation
efforts of natural areas and our community’s history and development of environmental sustainability
while seeking to foster fiscal responsibility.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF FORT
COLLINS that the City expresses its sincere appreciation and gratitude to Kelly Ohlson for his
service and contributions to the community as Mayor Pro Tem and District 5 Councilmember.
