Subject: Council Work Session Agenda Item 2 - Capital Improvement Expansion Fees
The Affordable Housing Board (AHB) heard a presentation by Jessica Ping -Small, Revenue and
Project Manager; regarding the City's review of the Capital Improvement Expansion Fees, at its
Feb. 7, 2013 regular meeting. Following are the AHB's comments related to the City's
recommendation on this issue:
While the methodology in determining the appropriate fee structure has not changed
since the 1996 study was completed, several items were updated to include in the new
analysis. These updates have led to a total proposed fee increase of 23%, implying that
the City's costs for providing these services has increased by that amount, over inflation,
since 1996.
2. The AHB understands that the City's costs to provide these services have increased in the
1996 — 2013 time frames. The AHB also understands that better data was used in this
study to determine more accurately the number of service units per dwelling size, and
thus the demand for City's services in each dwelling size.
The new fee structure will place an un-proportionate burden on builders of the smaller
units in our community to bear the in in City's fees. Fees for smaller square
footage dwellings are proposed to rise sharply whereas the larger dwelling's fees are
relatively unchanged. These costs will most likely be passed on to the purchasers or
tenants of these units, thus increasing their housing costs, and making these smaller units
less affordable. Thus, this new fee structure will have a direct impact on Affordable
Housing in our community.
4. The Affordable Housing Board would ask that Council consider several options:

A. Consider a more evenly weighted increase in total fees over all the housing types
that would not place a higher proportion of the fee increase on the smaller units.
B. Consider a staged increase in these fees over the next 5-10 years, since a portion of
the City's capital facilities include an estimated 25% additional capacity in the current
Police station.
C. Consider maintaining the current fee structure (not raising fees) for any Affordable
Housing project.with a targeted population of < 80% AML
