RE: Notification of 2013 Agreement for the Energy and Water Program
between City of Fort Collins and Larimer County
The purpose of this memo is to notify City Council of an intergovernmental agreement between the
City of Fort Collins and Larimer County for funding of the Larimer County Conservation Corp
Energy and Water Program (Program).
The mission of the Energy and Water Program is to positively impact the local community as well
as the environment by promoting energy and water conservation. The Program has implemented a
workforce development model of training young adults in the efficiency industry while addressing
the community's low-income population's accessibility to conservation measures and education.
City Code Section 1-22 regarding Intergovernmental Agreements allows the City Manager to sign
agreements if the monetary obligation does not exceed $50,000 and the agreement is in furtherance
of a policy or work plan item which has been specifically approved by the City Council. This
Program is an important component within a portfolio of programs and services which support
progress towards Fort Collins' goals related to the Energy Policy, Climate Action Plan and Water
Conservation Plan. Section 1-22(c) requires that Council be notified of the execution of this
agreement because it exceeds $25,000. The agreement provides for $41,648 in funding from
Utilities Energy Services.
