In order to assess these.requests, I asked staff to develop a systematic approach to determine appropriate criteria for contractual vs. classified positions. I have evaluated staff recommendations and this memo outlines my findings and planned actions. The outcome of this work is a modified definition of contractual positions based on specific business needs including: • Special projects or positions of a limited duration, • Projects funded by grants, • Budgeted internships, • Evaluation of a position or incumbent, or • Temporary replacement for other categories of employees There is a business need for contractual positions that are temporary in nature and which require more flexibility in the recruitment, discipline and termination processes. After applying this definition to the existing 61 contractual positions, 28 positions'meet the criteria outlined above and will remain contractual. The remaining 33 positions will be converted to classified jobs by March 1. Because contractual positions are already included in the total FTE for the 2013-2014 Budget, there is no impact to overall headcount. Added costs (retirement, minimal additional leave accrual, disability) associated with this change total approximately $94,000 and will be covered within existing department budget resources. An outline of the types of positions being converted from contractual to classified is provided below: Community & Operations Services - Publicity Marketing Specialist, Customer Service Representative, Maintenance Technician, Publicity Marketing Specialist, Admin Aid Planning. Development & Transportation - Equipment Operator, Traffic Signal Technician, Pavement Engineer, Building Inspector, Admin Secretary, Traffic Control Supervisor Police Services - Victim Advocate Sustainability Services - Environmental Planner, Redevelopment Specialist, Program Administrator �:..�rof t�Collins Utilities Services — Line Groundworker, Business Outreach Specialist, Electric Utility Worker This systematic review and proper classification of employees provides fair and consistent treatment of employees and demonstrates prudent management of the City's financial resources.
