FROM: Wanda Nelson, City Clerk RE: Leadership Planning Team Meeting City Clerk 300 LaPorte Avenue PO Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk Mayor Karen Weitkunat, Mayor Pro Tern Kelly Ohlson, Assistant City Manager Wendy Williams, City Attorney Steve Roy, and City Cleik Wanda Nelson met on Tuesday,January 22, 2013, and the following summarizes the discussions that began at 7:50 a.m. January 22 Adjourned Meeting/Work Session An Executive Session has been requested at tonight's Adjourned Meeting. The Executive Session will be held prior to the Work Session, where the following topics will be discussed: 1. Railroad Quiet Zone 2. Economic Health Assistance Framework 3. Possible April Ballot Measure Regarding Oil and Gas Regulations. The Economic Health Office is seeking direction regarding the business assistance package process, and if the proposed framework meets the needs of the City, community and businesses. Staff was asked to provide clarification on the actions City Council could take to ban hydraulic fracturing. City Attorney Roy stated that Council could act in the following ways: 1. City Council could adopt an ordinance banning hydraulic fracturing. This would result in a change to the Code or Land Use Code (LUC). 2. City Council could place a measure on the April ballot by adopting either an ordinance (for a Charter Amendment) or resolution (for a LUC or Code Amendment). January 29 The Mayor,and City Manager will deliver the State o/ the City address at the Museum of Discovery. Six Month Calendar ALeadership Planning Team meeting will be held on Monday, January 28. An adjourned meeting will be held on February 12. Two items will be discussed that evening: cardboard disposal restrictions and Planned Development Overlay District (PDOD) pilot project. Following these discussion items, a Work Session will be held on Capital Expansion Fees revisions and proposed Historic Preservation Process Improvements — Phase 2. Leadership Planning Team Meeting January 22, 2013 Page 2 of 2 The item regarding conduct at Council meetings will now read, "Items Relating to Citizen Participation at Council Meetings." It was requested that the discussion on the Eostside/Westside'Neighborhoods Character Study Implementation be held on February 19. The discussion on Plastic Bag Fee will be held during the Regular Meeting on March 5. Other Items It was requested that trail maps be titled, "Recreational Trails" rather than "Bike Maps." It was suggested that a topic of discussion for the City Council retreat could be an explanation of the timing of agenda items in terms of the amount of time it takes to research topics, provide community outreach, and compose the supporting documentation. Some agenda items may be time -sensitive as they are a Council priority or there are deadlines that must be met. City Clerk Nelson reported that efforts will begin shortly to highlight the City's municipal election. Those efforts include display and online ads that will encourage Fort Collins citizens to vote in April. Staff has been asked for clarification in the form of a SAR on the financing for RM12. It was reported that, as part of the financing package, the City was required to permit a no -principle loan payment for twenty years. It has been suggested that the New Market Tax Credit (NMTC) only requires seven years of no -principle loan payments. Mayor Weitkunat referenced a recent memo regarding sheltering the homeless in extreme weather conditions that mentioned that $5,000 from the Community Opportunities Fund was being provided to help cover the unanticipated expenses of a temporary homeless shelter. This spurred a request for information (in the form of a SAR) about the Community Opportunities Fund. Specifically, staff has been asked to provide the following information on the Community Opportunities fund: 1. What is this Fund? 2. How much is in it? 3. What was spent in 2012? 4. What is the budget for 2013? S. Who determines how the money is spent? Mayor Weitkunat attended a ceremony where thirty citizens became naturalized. She welcomed them and encouraged them to vote in the April election. Some of these new citizens immigrated from Somalia, Nepal, Germany, Australia, Mexico, El Salvador, Ecuador, and Ethiopia.
