Councilmembers present: Mayor Weitkunat, Mayor Pro Tem Ohlson, Ben Manvel, Gerry
Horak, Aislinn Kottwitz, Wade Troxell
Staff and consultants present: Bruce Hendee, Megan Bolin, Nore' Winter, Julie Husband
Discussion summary:
• Overall, the Plan is heading in the right direction, but it will need to focus on practical
implementation actions.
• Consider expanding the influence area further south and address car and
bike/pedestrian entry points, e.g., Fossil Creek Trail.
• Praise expressed for the community workshop in terms of it being active, well attended,
and having a variety of interests participating.
• Character areas:
o Some concern expressed, particularly with how each area is defined thematically
. and what it is named. This will need more feedback from the community.
o Support car dealerships and consider how inventory will impact more urban
designs.
• Circulation:
o General support for the promenade concept and giving bikes and pedestrians an
alternative to College Avenue.
o Concern expressed regarding the frontage roads and the woonerf concept,
particularly the role of cars and potential safety concerns if more pedestrians
and bikes are present.
o Real challenge is connecting east to west across College Avenue; permeability is
essential. Focus on the "ribs' of the "community spine' and ensure people and
bikes will walk from MAX stops and adjacent neighborhoods into Midtown.
Railroad is a physical barrier to overcome.
• Parks, plazas and open space:

o Encourage outdoor spaces with private redevelopment.
o Consider bringing more nature into the City with these places.
o Build on the natural water features in Midtown, e.g., canal, Fossil Creek, Spring
Creek, as gathering places for people.
