September 25, 2012 Work Session Follow-up Items for the 2013-14 Budget

The focus of the work session was to review the Community and Neighborhood Livability,
Culture and Recreation, High Performing Government Outcomes of the City Manager's
Recommended Budget for 2013-14. These were the last three of the seven BFO Outcomes to be
reviewed over three work sessions.
Council members raised various questions about the specific offers in those three Outcomes.
The following pages contain staff responses for many of those questions, as well as some from
the prior budget work session. Some of the questions asked may require additional time to
adequately research and respond.
Lastly, the City Manager's Recommended Budget was published online and a public feedback
tool was available on the City's website from Sept. 7'h - Oct. Is'. The feedback tool was
publicized through the City's website, press releases, City News, and social media. Attached are
the results, organized by Result Area. Please note," ## of votes" refers to the number of times a
person selected "fund" for that particular offer. Comments are also included for each Result
Area, and may be general input, or relate to a specific offer.

The system specifications are in place but due to resource limitations with other groups such
as IT, the implementation was delayed off until the 2013-14 budget cycle. This is a non -
lapsing budget and funds will remain available in 2013.

For the combination of Offers 6.2 & 6.5 for Industry Cluster. Support, please provide the level of
support over the past few years, how that compares with the support proposed in this budget, and
how that compares with other entities that contribute to the Industry Clusters
Response from Josh Birks
The City of Fort Collins invested $60,000 in the Rocky Mountain Ionosphere (RMI) in 2012. In
addition, the City requested that Platte River Power Authority direct its $21,579 economic
vitality contribution to RMI. The resulting $81,579 in contributions accounts for 24 percent of
RMI's total revenue in 2012 of $351,000. Other contributors include: State of Colorado, First
National Bank, Colorado State University (CSU), First Bank, City of Loveland, Larimer County,
and private event sponsors.
In 2012, the City invested $25,000 in the operating budget of the Colorado Clean Energy Cluster
(CCEC) and an additional $25,000 in the matching funds for a State grant funded clean
technology supply chain study. This total $50,000 investment accounted for 21 % of the CCEC
annual operating budget of $235,000. Other contributors include: private industry through
membership dues and grant funds from the State of Colorado Governor's Energy Office.
In 2012, the City invested $20,000 in the operating budget of the Colorado Water Innovation
Cluster (CWIC) and an additional $30,000 in funds for the Water Innovation Network project (a
collaboration with CSU and Fort Collins Utilities). This total investment of $50,000 accounted
for 22% of the CWIC annual operating budget of $228,000. Other contributors include: private
industry through membership dues and grant funds from the State of Colorado Water
Conservation Board.
In 2012, the City invested $40,000 in the operating budget of NoCoBio a biosciences cluster.
This investment accounted for 53% of the NoCoBio annual operating budget of $75,000. Other
contributors include: CSU and Burns Marketing.
