Thank you for providing the November 19, 2025 memorandum regarding “Land Use Code,
phase 2 – favorable consideration.”
We understand the Board supports the update as a critical step toward promoting balanced,
sustainable growth. Thank you for calling attention to community safety when converting zoning
from commercial to residential and to consideration of essential services when increasing
density.
City Council is scheduled to consider the Building Code and Energy Code items on Tuesday,
December 2 during the regular meeting. We invite the Board to view the meeting either in person
at City Hall at 6:00 p.m., or online at fcgov.com/fctv.

On October 15, 2025, this Board received a representative from Planning and Development Services,
who presented the second phase of the City of Fort Collins’ plan to modernize the regulatory
framework that governs how land is used and developed in Fort Collins, ensuring alignment with
current policy priorities, market realities, and community goals.
The second phase is focused on commercial corridors and centers (“The Future of Commercial
Corridors and Centers”), including commercial zone districts, mixed-use development near transit,
employer/industrial corridors (e.g., Harmony Corridor), and improving development review clarity
and predictability.
Key guiding principles include enabling more housing and mixed-use development especially near
transit, fostering resilient commercial and employment centers that can adapt to future needs,
promoting pedestrian/transit-oriented design, and making the Code more predictable and user-
friendly for small businesses. The update builds on community engagement (surveys, focus groups,
neighborhood visits) and will result in revised code language, zone district adjustments, building-form
standards, use-tables and process improvements.
The Economic Advisory Board supports the City’s ongoing Land Use Code update as a critical step
toward promoting balanced, sustainable growth. The proposed changes modernize zoning and
development standards to encourage mixed-use, transit-oriented, and economically vibrant areas
while improving predictability for businesses and developers. This update aligns land-use policy with
Fort Collins’ long-term goals for housing, mobility, and economic vitality.
Board recommends special attention to the following elements:
A. Community safety when converting zoning from commercial to residential;
B. Consideration of essential services when increasing density.
This Board remains open to providing further review and feedback as needed.
