Fort Collins, CO 970.221. 970.221-6295 - MEMORANDUM DATE: December 1, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino (remote), Deputy City Manager Tyler Marr, City Attorney Carrie Daggett, Senior Deputy City Attorney Jenny Lopez Filkins and City Clerk Delynn Coldiron met in person on Monday, December 1, 2025. The following summarizes the discussions that began at 8:00 a.m. December 2, 2025 Regular Meeting: • Item #2, Items Relating to Amendments to the Land Use Code, Harmony Corridor Plan and Harmony Corridor Standards and Guidelines – Changes requested at the time of first reading adoption have been incorporated, together with a couple of clean up items which are noted in the Executive Summary for this item. A question was raised about watercraft storage and whether this is too broadly defined. The Mayor plans to pull this item and ask staff to provide further clarification around this. • Item #19, Supplemental Appropriation from Benefits Fund Prior Year Reserves for Unanticipated Expenditures – A question was raised about the recent benefits holiday and why this was done if an appropriation is now needed. City Manager DiMartino noted that there are claims coming in that will be covered by Stop Loss insurance; however, the claims likely will not be paid until January. This ensures the City does not exceed allocation limits due to timing issues. It was also noted that the benefits holiday helped the General Fund since it eliminated the payment that would have otherwise been made. • Item #21, Code Amendments Concerning Executive Sessions – A question was raised about items now allowed. City Attorney Daggett noted that executive session discussion of items such as negotiating strategies and security arrangements are now allowed. A memo will be sent outlining the changes. • Item #25, District 6 Councilmember Vacancy Process – A question was raised about the interview questions that will be used and the related process. Based on the recent Work Session, all Council Leadership Planning Team Meeting December 1, 2025 Page 2 of 4 Members will have a chance to ask a question. The City Clerk will email Councilmembers requesting questions ahead of time. The questions will be reviewed and a finalized list provided to all Councilmembers as part of interview packets. A question was also raised about the need for Mayor Pro Tem Francis to recuse herself from the selection process; this is not required. A response will be sent to those who have requested this. • Item #29, Items Related to Adoption of the 2024 International Codes – The Mayor noted that the process used by the Chief Building Official and the City Attorney’s office to identify and prepare the various code amendments that will be presented has been outstanding. A question was raised about the wind requirements for single family detached properties and whether these were too stringent for our geography in comparison to other jurisdictions. Staff should be prepared to speak to this, as well as at what point in the permitting process for existing planning projects people will need to adapt to new standards. • Item #30, Items Pertaining to Building Performance Standards – It was noted that this item as presented makes available additional levers that enable Council to make adjustments as needed. Staff can provide more information about this at the meeting. • Executive Session on Water – It was noted that this item would likely be delayed to December 16, 2025, if the meeting goes to 10:00 p.m. or after. December 9, 2025 Work Session: • Item 2, Staff Report: Council End of Term Report will be moved to the last item. Six-Month Calendar: • January 13 – A question was raised about the timing of the reception. Depending on the number of applicants for the District 6 vacancy, the reception might be scheduled after consideration of the Resolutions for outgoing Councilmembers. A final decision will be made after the number of applications received is known at the first LPT meeting in January (January 5). • The format of the agenda planning calendar is being changed and will now include only three months. City Clerk Delynn Coldiron • Provided some information about the Council vacancy process. Assuming the Council passes Resolution 2025-107, the City Clerk will begin the application process on December 3rd. An updated webpage will go live, a press release and social media posts will go out, and application packets Leadership Planning Team Meeting December 1, 2025 Page 3 of 4 made available via the website and in person. Advertisements will also be posted in the Coloradoan and Collegian over the next few weeks. • 35 election complaints were received and processed. One resulted in a $50 fine related to lack of paid for by information on texts. All others were cured or closed. Staff continues to review uncured violations for compliance, which may result in additional complaints filed by the City. Deputy City Manager Tyler Marr • No comments. City Attorney Carrie Daggett • Noted that Senior Deputy City Attorney Jenny Lopez Filkins will be covering the December 2 Regular Council Meeting. City Manager Kelly DiMartino • Noted the City’s new website will be launching on December 10, in addition to the URL changing to fortcollins.gov. More information will be provided. Mayor Pro Tem Francis • Asked about the upcoming URA work session and asked if members who have not yet been sworn in should be attending. She asked for clarification on who should be attending and wondered if outgoing Councilmembers were required to stay. Josh Birks sent an email to all members clarifying this following Leadership Planning Team’s conclusion. Mayor Arndt • Asked about gifts and whether there were exceptions related to public entities; Visit Fort Collins was named. She thought the new Ethics Review Board might want to revisit some of the changes made to explore operational considerations. • Thanked the City Clerk’s office for their help in getting her the ranked voting information needed to present at an upcoming meeting. • Noted she will be attending rulemaking meetings on Dredge and Fill regulations in her role on the Colorado Water Quality Control Commission at the Colorado Department of Public Health and Environment (CDPHE) on December 8-10. She will attend the December 9 Work Session remotely. • Participated in the 2025 Turkey Trot. Kudos to the City, Poudre Fire Authority, and others involved in this great event.
