Dear Chair Gallichotte and Board Members:
Thank you for providing the November 24, 2025 memorandum regarding gender equity and
bathroom access. We’ve noted your request that Council approve Option #1 requiring gender-
neutral signage for an existing single user restroom in an existing building for any alteration to
that restroom that requires a permit.
As you noted, City Council is scheduled to consider the Building Code and Energy Code items
on Tuesday, December 2 during the regular meeting. We invite the Board to view the meeting
either in person at City Hall at 6:00 p.m., or online at fcgov.com/fctv.
Thank you for the expertise and perspectives that you bring to the Board and share with City
Council.
Best Regards,
Jeni Arndt

MEMORANDUM
DATE: November 24, 2025
TO: Mayor and City Councilmembers
FROM: Emily Gallichotte, Chair for the Women and Gender Equity Advisory Board
RE: Gender Equity and Bathroom Access
CC: Boards and Commissions via email boardsandcommissions@fcgov.com
Dear Council,
The Women and Gender Equity Advisory Board (WGEAB) continues to work on issues
of gender equity and bathroom access.
While we strive to have all single-users restrooms in the city be gender-neutral, we
recommend that as council votes on first reading of building codes on December 2nd,
that you adopt option #1 proposed by staff:
1. Require gender-neutral signage for an existing single user restroom in an existing
building for any alteration to that restroom that requires a permit.
We thank staff for their work on this topic, and look forward to future ways our board
and the City of Fort Collins can improve gender equity for all residents.
Thank you,
Women and Gender Equity Advisory Board
