On behalf of City Council, thank you for providing us with the November 24, 2025
memorandum regarding building performance standards support clarification.
We understand that the Board recommends that Council reconsider the scope and schedule for
implementation and revert to including multifamily buildings and buildings under 10,000 square
feet as well as shorten the deadline for compliance to 2030 as a way to meet the 2030 carbon
reduction goals.
As you know, the Council will consider Building Performance Standards on first reading during
the December 2, 2025 regular meeting. The Board is invited to view the meeting via FCTV cable

RE: Building Performance Standards Support Clarification
The Energy Board provided a memo of support for the proposed Building Performance Standards (BPS)
on July 15, 2024, based on the staff presentation at the April 23, 2024 board meeting. This memo
provides clarification of the Board’s support of the proposed BPS implementation in accordance with our
chartered duties and functions, specifically:
(1) To advise the City Council and staff regarding the development and implementation of the Our
Climate Future Plan (OCF) including tracking of the staff developed Council Action Roadmap for
OCF;
(2) To advise the City Council and staff in developing City policies that encourage the
incorporation of energy conservation and efficiency, carbon emissions reduction and renewable
energy into the development and provision of City utility services, the design and construction of
City transportation projects, and the way in which the City impacts the overall built environment
within the community;
(3) To advise the City Council and staff regarding the alignment of energy programs and policies
with City, ratepayer and community values and service delivery expectations.
At the November 13, 2025 Board meeting, Staff presented an update related to the implementation of
BPS. The Board has concerns related to the changes in both the scope (excluding multifamily buildings
and buildings under 10,000 square feet) and schedule (extending deadline for compliance from 2030 to
2035) for the program that were outlined in Staff’s presentation. The Board’s memo of support for BPS
from July 2024 was based on the original BPS implementation criteria, which more comprehensively and
immediately addressed issues related improved health, safety, comfort, resilience, and reduced energy
burden for buildings in Fort Collins.
We again note that the existing building stock in Fort Collins contributes more than two thirds of the
community’s carbon emissions. Implementing BPS is the most impactful direct action City Council can
take to address the climate emergency and reduce carbon emissions to meet the community’s 2030
carbon reduction goals. Based on Staff’s presentation, the currently proposed BPS implementation would
increase risk to not meeting the carbon reduction goals outlined in the City’s Our Climate Future Big Move

In summary, the Board continues to support BPS implementation and we advise City Council to
reconsider the proposed changes to both the scope and schedule for implementation as presented by
Staff during our November 13, 2025 meeting.
