Dear Chair Welsh and Board Members:
On behalf of City Council, thank you for providing us with the November 17, 2025
memorandum regarding the 2024 International Building Codes and Local Amendments. We
appreciate your recommendation that the Codes be adopted with amendments for EV charging,
Energy Code targets and a Water Demand Calculator.
City Council is scheduled to consider this item at the December 2 City Council regular meeting.
We invite the Board to view the meeting that night in person at City Hall at 6:00 p.m. or online at
fcgov.com/fctv or on local cable channel 881.

RE: Adoption of the 2024 International Code Local Amendments
Dear Mayor and Councilmembers,
The Air Quality Advisory Board approves the adoption of the 2024 International Code.
Updating international codes to replace prior editions is a habitual practice for our city. Our
building officials have also cited local amendments that could help with sustainability goals.
Specifically:
- EV Charging - providing trade-off options for building and developers that want to
install more EV chargers than minimum requirement
- Energy Code - implementation of EUI and C02e targets
- Water Demand Calculator - a methodology used to right-size plumbing distribution
systems in residential buildings
We ask the Council to endorse the additional measures suggested. The code review committee
process has been meeting for almost a year, and we ask that approval be expedited to meet our
environmental challenges.
