While there is no legal requirement that a Board specifically approve the minutes, we would like for you to review them before they are marked as approved. The purpose of this item is to approve the minutes of the November 3, 2025, GID No. 1 Board Meeting. PUBLIC COMMENT None. BOARD DISCUSSION None. Vice President Francis moved, seconded by Boardmember Pignataro, to approve the November 3, 2025, GID No. 1 Meeting Minutes. The motion carried 6-0. Docusign Envelope ID: B759278A-FEB9-4770-9D93-5754BC385603 City of Fort Collins Page 474 Board Meeting Minutes Second Reading of Ordinance No. 079, Acting Ex-Officio as the Board of Directors of General Improvement District No. 1, Approving the Fiscal Year 2026 Budget, Determining and Fixing the Mill Levy for Fiscal Year 2026, Directing the Secretary of the District to Certify such Levy to the Board of Commissioners of Larimer County, and Making the Fiscal Year 2026 Annual Appropriation for General Improvement District No. 1. This Ordinance, unanimously adopted on First Reading on November 3, 2025, approves the 2026 fiscal year budget for General Improvement District No. 1 (the “GID”), including the setting of the mill levy of 4.924 to be collected and making necessary appropriations. During the 2026 fiscal year, the mill levy of 4.924 mills is estimated to generate $310,000 to be collected from property taxes within the GID boundaries. Additional revenue for the GID from automobile specific ownership taxes and interest earnings in 2026 are estimated to total $66,933, resulting in an expected GID total revenue of $376,933 for 2026. The Ordinance appropriates funds in the amount of $381,296 from ongoing revenue for the operation of the GID in 2026. There was no presentation for this item. PUBLIC COMMENT None. The purpose of this item is to approve the 2026 budget and includes the annual appropriation for 2026 of $1,000 for the expenses of the Skyview South General Improvement District No. 15 (GID No. 15). The sum of $40,661 is anticipated to be collected from the mill levy of 10.0 mills for fiscal year 2026. Additional miscellaneous revenue for GID No. 15 of $8,552 is anticipated from interest income. The total 2026 revenue for GID No. 15 is expected to be $49,213. The total amount will be used in the future to maintain and repair roads in the Skyview subdivision.
