Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Deputy City Manager
Tyler Marr, City Attorney Carrie Daggett, and Senior Deputy City Clerk Cecilia Good met in person on
Monday, November 17, 2025. The following summarizes the discussions that began at 8:02 a.m.
November 18, 2025 Regular Meeting:
• Item #17, Funding Agreement with Volunteers of America (VOA) – A question was raised about the
funding’s purpose, which is dedicated exclusively to VOA’s affordable housing initiatives.
• Mayor Arndt noted that the City’s website indicated the November 18 Council meeting had been
cancelled. Staff has corrected this error.
General Improvement District No. 1:
• No comments.
Skyview South General Improvement District No. 15:
• No comments.
November 18, 2025 Work Session:
• No comments.
Six-Month Calendar:
• The amendment to Chapter 7.5 related to clarifying CEFS and TCEFs administration will be moved
to consent.
• City Attorney Daggett discussed bringing forward an ordinance to align the Code with the recently
approved Charter amendments on executive sessions.
• The Foothills Metro District Service Plan will be moved to the January 6, 2026 meeting.

Senior Deputy City Clerk Cecilia Good
• No comments
Deputy City Manager Tyler Marr
• Reviewed the LPT calendar. It was decided that LPT will meet virtually on December 22, cancel the
December 29 meeting, and meet in person for the January 5 meeting. There will be no LPT meeting
next week.
City Attorney Carrie Daggett
• Stated that Senior Deputy City Attorney Jenny Lopez Filkins will be covering the December 2 Regular
Council Meeting.
City Manager Kelly DiMartino
• Discussed the results of recent fire safety inspections by Poudre Fire Authority.
Mayor Pro Tem Francis
• Stated that residents from the Harmony Mobile Home Park reached out regarding the repurchase of
their park’s land. The Building Department identified issues with incomplete building permits, resulting
in potentially burdensome or difficult to achieve requirements, especially in light of some of these
projects being completed over a decade ago. Staff will follow up.
Mayor Arndt
• Stated that the Business Appreciation Celebration was successful and thanked staff for the effort.
Attendees enjoyed the event, and the keynote speaker, Andy Stoll, was well received.
