Fort Collins, CO 970.221. 970.221-6295 - MEMORANDUM DATE: November 10, 2025 TO: Mayor and Councilmembers FROM: Cecilia Good, Senior Deputy City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, City Councilmember Melanie Potyondy, Deputy City Manager Tyler Marr, Assistant City Manager Rupa Venkatesh, City Attorney Carrie Daggett, and Senior Deputy City Clerk Cecilia Good met remotely on Monday, November 10, 2025. The following summarizes the discussions that began at 8:03 a.m. November 18, 2025 Regular Meeting: • Other Business - Item 4, Executive Session Related to Water – will be moved to the December 2 Regular Meeting. General Improvement District No. 1: • No comments. Six-Month Calendar: • No comments. Senior Deputy City Clerk Cecilia Good • Mentioned the outreach City Clerk’s Office outreach efforts. Discussion ensued about the positive feedback from how the RCV races were presented online. • Shared that the early voter turnout numbers suggested the potential for lower overall participation. The final turnout however reached 48.54%, compared to 45.31% in the November 2023 election. • Noted that 35 election complaints have been submitted. Mayor Arndt and City Attorney Daggett recommended reviewing the current complaint process to identify potential improvements. Leadership Planning Team Meeting November 10, 2025 Page 2 of 2 Assistant City Manager Rupa Venkatesh • An Election Code Committee meeting is scheduled for December 18th at 3:30 p.m., where staff will present a debrief on the recent election. • The first meeting for new Council orientation and onboarding is scheduled for November 19th. Two of the three newly elected Councilmembers have already confirmed their attendance. City Attorney Carrie Daggett • Noted that they are reviewing next steps to implement the Charter provisions approved in the election and assessing what is needed and what can be ready by the December 2 Council Meeting. Deputy City Manager Tyler Marr • Noted that prior to last Thursday’s PRPA board meeting, Mayor Arndt and he attended a signing ceremony for the recently extended Organic Contract and Power Supply Agreements, signifying a major milestone for the four owner communities. Councilmember Melanie Potyondy • Asked about an upcoming CSU event, the National Day for Tolerance Concert, which will be hosted by ASEZ, a university student volunteer group affiliated with the World Mission Society Church of God. Mayor Arndt • Congratulated the voters of Fort Collins for their thoughtful engagement and careful consideration of the issues in the recent election. • Congratulated Assistant City Manager Venkatesh, City Attorney Daggett, Senior Deputy City Clerk Good, and all staff involved for their dedicated work leading up to and during the election. • Requested materials for an upcoming presentation on Ranked Choice Voting. Meeting adjourned at 8:34 am.
