Fort Collins, CO 970.221. 970.221-6295 - MEMORANDUM DATE: November 3, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Pro Tem Emily Francis, City Councilmember Susan Gutowsky, City Manager Kelly DiMartino, Assistant City Manager Rupa Venkatesh, City Attorney Carrie Daggett, and City Clerk Delynn Coldiron met in person on Monday, November 3, 2025. The following summarizes the discussions that began at 8:01 a.m. November 3, 2025 Regular Meeting: • Item #5, Items Relating to Tree Policy – This item may be pulled from the Consent Calendar and postponed to a date certain, along with Item #17 due to some outstanding questions on related to policy. The first two ordinances of this item, 5.A and 5.B, add the requirement for a tree removal permit. Council may wish to proceed with them on second reading even if the other ordinances related to Tree Policy are postponed. • Item #9 – Larimer County Regional Transportation Capital Expansion Fee (TCEF) Schedule – there was a question on whether the County TCEF is different than the City’s. This was confirmed. The fee is collected on applicable development projects within the City and then is used to fund regional transportation projects. November 3, 2025 Skyview South General Improvement District No. 15: • No comments. November 3, 2025 General Improvement District No. 1: • No comments. Six-Month Calendar: • There was a question about when mobile home code updates would be coming to Council. Staff will follow up. Leadership Planning Team Meeting November 3, 2025 Page 2 of 2 City Clerk Delynn Coldiron • Reported that the current turnout rate in the election is 23% (County-wide); 19.81% for Fort Collins. Voters have until 7:00 p.m. tomorrow to get ballots in. Assistant City Manager Rupa Venkatesh • No updates. City Attorney Carrie Daggett • No updates. City Manager Kelly DiMartino • The holiday lighting ceremony is scheduled for this Friday night, November 7, at 6:28 p.m. in Old Town Square with lights being turned on at 6:30pm. Councilmember Kelly Ohlson is expected to do the countdown. • The November 24 Leadership Planning Team meeting has been canceled since only evaluations of Council’s direct reports will occur on the following night. Councilmember Susan Gutowsky • No updates. Mayor Pro Tem Emily Francis • Asked for additional follow up on the questions that have been raised about capital expansion fees and whether the Bloom development and metro district and whether they will be charged twice for the same things, i.e., parks. Meeting adjourned at 8:22 am.
