Memorandum
Date: October 27, 2025
To: Mayor and City Councilmembers
Through: Kelly DiMartino, City Manager
Caryn Champine, PDT Director
From: Kaley Zeisel, Transfort Director, Transfort, kzeisel@fcgov.com
Steven Zupparo, Sr. Transit Manager, Transfort, szupparo@fcgov.com
Subject: System Evaluation Maps
Per Council’s request, larger versions of the maps included on slide 12 of the upcoming
Transfort Optimization presentation are provided in Attachment A: System Evaluation Maps. A
broad range of data inputs was evaluated to ensure the recommended scenario is grounded in
evidence and designed to meet community needs. This analysis incorporated ridership by route
and stop, route productivity, rider demographics, and travel patterns across the city. We also
examined transit propensity data: factors such as age, income, car ownership, language
access, and digital connectivity, to identify areas where residents are most likely to rely on
transit. In addition, we considered proximity to key destinations, including affordable housing,
schools, grocery stores, healthcare facilities, and social and human services, to promote
equitable access. Together, these inputs helped identify where transit resources can have the
greatest impact and best advance equitable access, given current system constraints.
