Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Project and Policy
Manager Ginny Sawyer, Assistant City Manager Denzel Maxwell, and Senior Deputy City Clerk Cecilia
Good met remotely on Monday, October 27, 2025. The following summarizes the discussions that began
at 8:02 a.m.
October 28, 2025 Work Session:
• No comments.
November 3, 2025 Regular Meeting:
• Item #6, Appropriations for the SE Community Center - This item will be moved from the consent
calendar to discussion. Staff is determining if this must be considered after Item #15.
• Item #15, Funding Sources and Certificates of Participation for the SE Community Center - This item
will be moved from the consent calendar to discussion.
• Item #17, Appointments to Boards and Commissions – Questions were asked about appointing
members outside the regular recruitment cycle. Following the meeting, staff confirmed that the
appointments in Item #17 were expedited due to recent resignations, which raised concerns about
maintaining quorum. The vacancies were advertised following the same process used during
recruitment.

Six-Month Calendar:
• The State Legislator & Representative Dinner will be held at 4:30 pm on December 2nd at 222 Laporte
Ave.
Senior Deputy City Clerk Cecilia Good
• The Clerk’s Office has received fifteen election-related complaints, primarily concerning minor or
technical errors in campaign finance reports and advertisements that omitted the required ‘paid for
by’ statement.
Assistant City Manager Denzel Maxwell
• No comments.
City Attorney Carrie Daggett
• No comments.
Project and Policy Manager Ginny Sawyer
• Deputy City Manager Tyler Marr will be back in the office next Wednesday, November 5th.
Mayor Pro Tem Emily Francis
• No comments.
Mayor Jeni Arndt
• Asked for additional information from the Forestry Division regarding existing policies and the
associated costs of compliance for developers. It was noted that on private property, trees can be
removed without replacement, whereas the City generally replaces trees it removes. Commercial and
development projects are currently required to replace trees.
• Citizens have been reporting challenges contacting staff in Municipal Court.
