BOTTOM LINE
The purpose of this memo is to document the summary of discussions during the October 14,
2025 Work Session. All Councilmembers were present.
DISCUSSION SUMMARY
Council engaged in a detailed discussion regarding funding scenarios and design options for the
Southeast Community Center (SECC). The conversation focused on understanding project
costs, partner contributions, and the financial implications of various options.
Key points of discussion included clarification on total project costs, the impact to Poudre
School District should the lap lanes decrease from ten to eight and future funding available for
the replacement of Mulberry Pool. Council also examined how operating and maintenance
costs, as well as long-term replacement responsibilities, would be shared among project
partners.
Additional discussion addressed sustainability goals, LEED Gold certification, the use of
certificates of participation for project financing, and the allocation of $2.5-10 million in CCIP
reserves toward affordable housing initiatives.
Council expressed a shared interest in balancing fiscal responsibility, community expectations,
and partnership integrity. Several members indicated preliminary support for Option 1A, noting
its consistency with previous commitments and discussions, alignment with partner expectations
and commitments through the IGA, and reinforcement of community trust, while preserving
flexibility for future financial planning in the 2050 tax for the replacement of Mulberry Pool.
NEXT STEPS
Staff will bring forward a resolution to the November 3, 2025, City Council meeting requesting
approval of a $76.5 million funding package, authorization to proceed with Certificates of
Participation supported by the 2050 tax, and an appropriation of $9.5 million from the 2015
CCIP reserves and $2 million from the DOLA grant.
