Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 20, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett, Assistant City Manager Rupa Venkatesh, City Clerk Delynn Coldiron and Senior Deputy City Clerk Cecilia Good met in person on Monday, October 20, 2025. The following summarizes the discussions that began at 8:02 a.m. October 21, 2025 Regular Meeting: • No comments. October 28, 2025 Work Session: • No comments. Six-Month Calendar: • November 3: o Montava Metro District Service Plan has been added. The developers are requesting an amendment that would alter the maximum debt authorization and authorize the district to create Special Improvement Districts. This item was presented to the Council Finance Committee on October 2, 2025. o SE Community Center Funding item has been scheduled. • November 18: o Possible executive sessions related to 1) Water and 2) Negotiating strategies related to a potential new project. The second item is dependent on Charter amendment election outcomes. • December 9: o 2050 Tax Update will replace the SE Community Center item that is listed. City Clerk Delynn Coldiron • Ranked Voting: o One remaining event – CSU Ballots and Boos scheduled for this week. Leadership Planning Team Meeting October 20, 2025 Page 2 of 2 Deputy City Manager Rupa • Asked if there was interest in scheduling an Election Code Committee debrief following the election; there was. Staff will work on scheduling a meeting for December. City Attorney Carrie Daggett • No comments. City Manager Kelly DiMartino • There were between 10,000 and 12,000 people at the No Kings protest on Saturday. Things went smoothly. Kudos to the community for showing up in a productive way. • Staff is working to downsize and clean up the downtown news condos (newspaper holders). This is being done as part of a pilot program with Art in Public Places. Mayor Pro Tem Emily Francis • No comments. Mayor Jeni Arndt • Participated in a Police ride along on Friday night; it was a great experience. • Asked for clarification on gift reporting. Meeting adjourned at 8:42 am.
