Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: October 13, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett, Assistant City Manager Rupa Venkatesh, City Clerk Delynn Coldiron and Senior Deputy City Clerk Cecilia Good met remotely on Monday, October 13, 2025. The following summarizes the discussions that began at 8:01 a.m. October 14, 2025 Work Session: • Item #1 - Voter Information Guide Update – The Guide is ready and has been added to the City’s website. A printed copy will be included in Council’s read-before packets. Printed copies will also be made available at all City libraries, City Hall, and the Senior Center. • Item #2 - SE Community Center Update – Agenda materials are being finalized today. Updated information will be provided in Council’s read-before packets. The agenda will be republished today to include both of these items. October 21, 2025 Regular Meeting: • Item #9 – Making Extensions to Youth Advisory Board Member Terms – questions were asked about the extensions and current selection process. Additional information was gathered after the meeting. In 2023, changes were made to the terms of the Youth Advisory Board. At the time the thought was that youth member terms, for those students interested, would be extended through their graduation date versus having them apply every year. This enables students to work on multi-year projects, maintains leadership and momentum and ensures the board operates more in an advisory capacity versus giving students an introductory board experience. While this approach has been used over the past two years, the terms of those appointed in March, 2024 were not set properly at the time of appointment. This item extends the terms of the recently selected board members to their graduation date. There continues to be students on the board for varying term lengths from 1 year to 4 years. This is allowed by City Code if approved by Council as part of consideration of the appointment Resolution and as long as the terms do not go over four years. Recruitment for the Youth Advisory Board occurs at the same time as other boards and commissions. Terms are now being set from August to June since the board does not meet during the summer months. The Board starts every term with a retreat held in August and then breaks in June for the summer. • Item #14 – Tree Policy – Staff’s presentation should clearly note the differences between the Ordinances being considered. City Clerk Delynn Coldiron • Ranked voting outreach: o City Clerk Coldiron and County Clerk Harris continue to attend various meetings and participate in interviews related to ranked voting information. This week’s scheduled items include:  Board of Realtors - Tuesday.  Osher Lifelong Learning Institute (OLLI) – with League of Women Voters – Friday.  Interviews: • Collegian – today • Denver 7 - Wednesday Deputy City Manager Rupa • No comments. City Attorney Carrie Daggett • No comments. City Manager Kelly DiMartino • Congratulated Deputy City Manager Tyler Marr who will be out until the early part of November due to the birth of his child. She noted some coverage changes that will occur during this time. Mayor Pro Tem Emily Francis • No comments. Mayor Jeni Arndt • Shout out to staff for the recent Utilities Day event and luncheon.
