Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, City Clerk Delynn Coldiron and Senior Deputy City Clerk
Cecilia Good met in person on Monday, October 6, 2025. The following summarizes the discussions that
began at 8:04 a.m.
October 7, 2025 Regular Meeting:
• Item 16 – Amending Section 23-302 of the Code of the City to Amend the Definition of “Construction
Project” in the Art in Public Places provisions – the Mayor received a request to pull this item. This
small change clarifies that maintenance and asset management type projects are excluded from the
Arts in Public Places allocation requirement. A full review of the Arts in Public Places program is
expected at a later date.
October 7, 2025 Electric Utility Enterprise Meeting:
• No comments.
October 14, 2025 Work Session:
• No comments
Six-Month Calendar:
• October 14 – SE Community Center Funding/CCIP Reserves will likely be an added component of
the budget discussion. Staff was asked to include an update related to Poudre School District’s
contribution and position as well.

• Election update:
o The Voter Information Guide is being finalized and should be available on the website by
October 13, 2025.

• Ranked voting outreach:
o City Clerk Coldiron and County Clerk Harris continue to attend various meetings and present
ranked voting information. Most recent meetings:
Front Range Forum – Wednesday, October 1st.
Osher Lifelong Learning Institute (OLLI) – with League of Women Voters – today.
Deputy City Manager Tyler Marr

City Manager Kelly DiMartino
• FC Moves held a First Friday event on Linden Street last week – October 5th. The event had great
programming, was geared towards youth, and was fun and well attended. The next First Friday event
is the Holiday Lighting Ceremony on November 7th.
Mayor Pro Tem Emily Francis
• No comments.
Mayor Jeni Arndt
• Attended the recent Airport Commission Meeting which went well.
