College Ave. PO Box 580, Fort Collins, CO 80522 WORK SESSION MEMORANDUM Date: October 2, 2025 To: Mayor and City Councilmembers Through: Kelly DiMartino, City Manager Caryn Champine, Director of Planning Development & Transportation From: Drew Brooks, Deputy Director of Planning Development & Transportation Eric Keselburg, Parking Services Manager Subject: August 12, 2025 Work Session Summary: Downtown Parking Optimization Study BOTTOM LINE The purpose of this memo is to document the summary of discussions during the August 12, 2025, Work Session. Mayor Arndt, Mayor Pro Tem Francis, and all Councilmembers were present. At the August 12, 2025 Work Session, staff provided an overview of operational and financial trends in Parking Services. Staff Reviewed engagement activities to date, with Walker Consultants, downtown stakeholders, and the Downtown Development Authority (DDA). These activities included visioning and strategy meetings to inform the work session and future discussions around parking policy and models. DISCUSSION SUMMARY Generally, Council supports the study recommendations, specifically moving to a paid on-street model. Councilmembers are looking for more context on the Oak Remington lot and its capacity. They are also seeking better bike parking options. There was interest shown about the pricing for on street parking being $2. Additionally, there was interest shown in not exceeding a 4-hour time limit for on-street parking. NEXT STEPS Council confirmed a deliberative timeline is appropriate for this process and Council supports staff returning with a Council Work Session in December to share engagement results and a preliminary implementation timeline. FOLLOW-UP ITEMS Additional clarification is needed on how inflation may influence sales tax projections, as this will be an important factor in evaluating long-term impacts.
