RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, and City Clerk Delynn Coldiron met remotely on Monday,
September 29, 2025. The following summarizes the discussions that began at 8:00 a.m.
October 7, 2025 Regular Meeting:
• It was noted there may be an executive session at the end of this meeting for legal advice related to
capital expansion fees.
October 7, 2025 Electric Utility Enterprise Meeting:
• No comments.
Six-Month Calendar:
• October 21 – Tree Policy Updates will be on discussion. The item will be presented with a single
agenda item summary and presentation with a package of individual ordinances to enact the various
code changes. Staff noted that during conversations with Councilmembers a request was made to
bring the changes forward as a package. LPT discussed and determined that given the lack of clear
Council opinion on the majority of code changes, considering each change separately was preferred
to ensure more flexibility for Council in policy making choices.
City Clerk Delynn Coldiron
• Election update:
o The Voter Information Guide is being finalized and should be available on the website by
October 13, 2025.
• Ranked voting outreach:
o City Clerk Coldiron and County Clerk Harris met with the Chamber Legislative Affairs
Committee on Friday.
o City Clerk Coldiron did an interview with Robert “Hap” Fry from the Denver Gazette on Friday.
An article is expected in the next couple of weeks.

Deputy City Manager Tyler Marr
• No updates.
City Attorney Carrie Daggett
• Responded to a question about the upcoming Ethics Review Board meeting and whether the
upcoming item could be heard by a third party although it relates to boards and commissions. City
Attorney Daggett noted a code change would be required to change the process for this.
City Manager Kelly DiMartino
• Provided a high level overview of tentative onboarding plans for new Councilmembers to seek
feedback and continue refinement. Elements discussed include high level overviews for new
Councilmembers, targeted agenda items for the current Council finishing their term, and then plans
specific for retreat days and Council priority setting.
Mayor Pro Tem Emily Francis
• No updates.
Mayor Jeni Arndt
• Attended the Climate Week events in New York City where she was able to speak three times
representing Fort Collins and the International Centre for Local Environmental Initiatives (ICLEI). The
conference highlighted progress across clean energy, climate finance, technology, green jobs and
climate justice with a focus on demonstrating solutions that are currently taking shape. She thought
it was helpful.
