RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, Senior Deputy City
Attorney Jenny Lopez Filkins, Deputy City Manager Tyler Marr, and City Clerk Delynn Coldiron met in
person on Monday, September 22, 2025. The following summarizes the discussions that began at 8:03
a.m.
September 23, 2025 Work Session:
• No comments.
Six-Month Calendar:
• September 30 – 5th Tuesday; no meeting.
• October 7 – Wastewater Utility Board meeting has been scheduled for a routine item.
• October 14 – Budget Work Session #2 – Focus will be on Utility items.
• December 2 – State Legislators and Representatives will join Council for dinner.
• January 27 – Council onboarding item: Boards and Commissions & Committee Overview, Liaison
Roles, the Interview Process and Assignments.
City Clerk Delynn Coldiron
• Election update:
o Pro/Con statements for ballot measures were due on Friday. The comments will be
summarized and included in both the TABOR notice and Voter Information Guide. The
TABOR notice is due to the County today.
• Ranked voting outreach:
o LC Snapshot was recorded on Saturday. City Clerk Coldiron and County Clerk Harris were
interviewed; Sam Houghteling was the moderator.
o A spot on Pirate radio is scheduled for Thursday. City Clerk Coldiron and County Clerk Harris
are participating.
• A sample ballot is available at https://www.larimer.gov/sites/default/files/2025-coordinated-election-
sample-ballot.pdf for those interested in seeing what a ranked voting race will look like, as well as the
City ballot measures.
