College Avenue PO Box 580, Fort Collins, CO 80522 WORK SESSION MEMORANDUM Date: September 18, 2025 To: Mayor and City Councilmembers Through: Kelly DiMartino, City Manager Tyler Marr, Deputy City Manager Caryn Champine, Director of Planning, Development and Transportation Lori Schwarz, Deputy Director of Planning, Development and Transportation From: Marcus Coldiron, Chief Building Official Subject: September 9, 2025, Work Session Summary – 2024 Building Codes Adoption BOTTOM LINE The purpose of this memo is to document the summary of discussions during the September 9, 2025, Work Session. All Councilmembers were present. The purpose of the Work Session was to seek Council direction on adoption of the 2024 International Codes (I-Codes) and local Code amendments that align with City plans and policies, including, but not limited to City Plan, Our Climate Future, Housing Strategic Plan, and Electric Vehicle readiness. Changes in the 2024 I-Codes and local amendments address building performance that promote efficient and cost-effective provisions supporting alignment with community goals and protecting the life, health and safety of everyone who lives, works and plays in Fort Collins. DISCUSSION SUMMARY Overall, Council provided feedback that generally supported the 2024 Building Code adoption process and proposed amendments. Specific Feedback  Councilmembers expressed interest in reviewing a more detailed cost impact analysis of the building codes and local amendments.  Councilmembers expressed interest in integrating the ability to require gender neutral bathroom signage in existing buildings  Several Councilmembers expressed support in the changes to EV charging requirements that added additional flexibility via tradeoffs for providing chargers above what minimum code would require.  Councilmembers were appreciative of the information regarding several state requirements impacting building codes o Questions surrounding community education specific to the CO Wildfire Resiliency Code Docusign Envelope ID: 2792D583-D6EC-436B-9685-67E236558AAF o Staff presented information on Fort Collins code meeting the State required electric ready and solar ready code in addition to electric vehicle code.  Councilmembers asked if the proposed energy code performance approach would compromise compliance. Staff presented that this is no less compliant than the prescriptive approach and more than fifty percent of all permit submittals have utilized this approach since 2012. NEXT STEPS  Staff will continue to meet with Boards and Commissions and other stakeholder groups in Q3 and Q4.  Late Q4 City Council Code package and local amendment ordinance first and second readings FOLLOW-UP ITEMS  Staff to review requests to provide ways to integrate gender neutral bathroom signage in existing buildings  Staff to provide more robust cost impact analysis of the impacts of the building codes and local amendments as they relate to the cost of construction at the regular meetings.
