RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie
Daggett, Deputy City Manager Tyler Marr, and City Clerk Delynn Coldiron met via Teams on Monday,
September 15, 2025. Senior Deputy City Attorney Jenny Lopez Filkins joined the meeting during the
discussion of the September 16 meeting. The following summarizes the discussions that began at 8:04
a.m.
September 16, 2025 Regular Meeting:
• Items 18, 19 and 20 – Code changes related to the City’s Ethics Rules – There is one presentation
in the materials that will cover all three items. The portion of the presentation related to each topic
will be given, followed by public comment and Council deliberation/decision versus the entire
presentation being given as part of the first item.
September 16, 2025 Electric Utility Enterprise Meeting:
• Item #1 – Platte River Power Authority Amended and Restated Contract for the Supply of Electric
Power and Energy – Individuals will be able to make public comment as part of this item. They will
also be allowed to share public comments as part of the Council’s Regular Meeting.
September 23, 2025 Work Session:
• No comments.
Six-Month Calendar:
• October 14 – There was a question about why the Economic Health Update was removed. Council
is interested in getting an update on this priority. Management will discuss approaches and circle
back.
• November 25 – A tentative State legislator and representative dinner was added to the calendar;
however, this may not be the right date. Staff will verify this. It was confirmed after the meeting that
this will be on December 2.
• December 9 – There was a question about whether the Parking item would include information about
implementation of downtown paid parking. It was confirmed that this is the primary purpose of the
item.

• Election update:
o A Candidate Orientation session is scheduled for tonight at 5:30 p.m. in Council Chambers.
o Pro/Con statements are being accepted on all ballot measures until Friday at 10:00 a.m. A
form to submit comments can be found on the City Clerk Elections page.
• Ranked voting outreach:
o Staff attended the Historic Homes Tour on Saturday and the Open Streets event on Sunday.
Deputy City Manager Tyler Marr
• Attended the 40th Anniversary Celebration at the Farm over the weekend. Kudos to the team for a
great event and congratulations on the anniversary.
City Attorney Carrie Daggett
• Noted the City received a summary judgement granted last week in the first of its DUI cases.
• Will be out of the office starting on Thursday through next week. She will be reachable much of that
time; Jenny Lopez Filkins will cover in person matters while she is out.
City Manager Kelly DiMartino
• Attended a regional learning exchange in Madison, Wisconsin along with the Mayor. She thought the
information shared was very insightful, especially related to development efforts and employment.
She enjoyed connecting with those who are doing such great work in other communities and was
especially appreciative and complimentary of our City Council and how they lead our City.
Mayor Pro Tem Emily Francis
• No updates..
Mayor Jeni Arndt
• Also thought the regional learning exchange in Madison was insightful and a great experience. She
expressed her appreciation to City staff for their professionalism and the strong culture they develop.
• Also provided kudos to staff for the event at the Farm. She noted it was well attended and fun.
