RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt (remote), Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney
Carrie Daggett, Deputy City Manager Tyler Marr, and City Clerk Delynn Coldiron met in person on
Monday, September 8, 2025. The following summarizes the discussions that began at 8:04 a.m.
September 9 2025 Work Session:
• Item #2 – 2024 Building Codes – The Mayor asked about the new state law that went into effect
related to minimum building/energy codes and wanted to verify that these items likely exceed those
requirements. Staff will be prepared to cover this during the meeting.
September 16, 2025 Regular Meeting:
• Item #14 – Ordinance Authorizing an Amended and Restated Organic Contract for Platte River Power
Authority – This item was placed on the Consent Calendar given the straightforward nature of
discussions to date.
• Items #18, #19 and #20 – Amending City Code Ethical Rules related to Gift Restrictions, Gift
Reporting and Financial Disclosures - The order of these items needs to be reversed. It was noted
that the provisions related to Financial Disclosures and Reporting will go into effect in January, 2026;
however, the updated restrictions on gifts will be effective 10 days after second reading.
September 16, 2025 Electric Utility Enterprise Meeting:
• Item #1 – Ordinance Authorizing an Amended and Restated Contract with PRPA for the Supply of
Electric Power and Energy – Given the Enterprise Board meeting is a distinct meeting, Public
Comment will be accepted on this item both during the Regular City Council meeting and during the
Electric Utility Enterprise meeting, as comments between the Organic Contract and Power Supply
agreement are expected to overlap. Online signups will be created for each meeting.

Six-Month Calendar:
• Proposed funding sources for the SE Community Center will be presented to the Council Finance
Committee in October. This will be followed by Council consideration of a related resolution during
the first or second meeting in November. If additional conversation is needed in terms of impacts of
decisions on the 2050 tax, this will occur as part of the 2050 tax discussion in December.
• A couple of executive sessions are expected to come forward in the September/October timeframe;
one related to real estate transactions and one potentially related to water supply and the Halligan
project. These will be scheduled as details solidify.
• Revisions to the Intergovernmental Agreement with Loveland regarding the Northern Colorado
Regional Airport are expected to move forward. This item has been placed on the Six-Month
Calendar under unscheduled items.
• A Community Report from Housing Catalyst is under unscheduled items. Staff was asked to move
forward to get this scheduled if it is still desired by staff and the Housing Catalyst.
City Clerk Delynn Coldiron
• Election update:
o Ballot content has been submitted to the County.
o Expect to start collecting comments on the ballot measures through the website over the next
two weeks. TABOR comments are due to the County on September 19th.
• Ranked voting outreach:
o Clarkchella – CSU – Friday.
o Historic Homes Tour - Saturday.
o Open Streets - Sunday.
Deputy City Manager Tyler Marr
• No updates.
City Attorney Carrie Daggett
• The City received notice last week that the federal court dismissed the City from a case that had been
filed by Charles Kettering.

• No updates.
