Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: September 2, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Manager Kelly DiMartino, City Attorney Carrie Daggett, Deputy City Manager Tyler Marr and City Clerk Delynn Coldiron met remotely on Monday, August 25, 2025. The following summarizes the discussions that began at 8:00 a.m. September 2, 2025 Regular Meeting: • Item #17 – Public Hearing and First Reading of Ordinance 145,2025, Amending the Zoning Map related to the Moor Annexation – The issues raised at the Planning & Zoning Commission meeting were related to zoning. If this item gets pulled, a hearing will be held giving all parties an opportunity to comment. • Item #21 – Resolution 2025-082, Referring to the voters Ordinance 141, 2025, Expressing Support for the Recommendations of the Civic Assembly Process - Six protests were received related to the ballot title and submission clause for this item. An email will be provided to Council that outlines a proposed process for the hearing. The suggested process includes: 1. Hearing all six protests in one hearing, giving 5 minutes for each protest presentation; 2. Giving Council time to ask questions and get any needed clarifications; 3. Giving Council time for comments/deliberation; 4. Making motions to determine the outcome of each protest  Can do this through a bundled motion if the outcome is the same for multiple items; or  Can have individual motions for any protests Council desires to consider separately. 5. Council will then take comment on and consider Resolution 2025-082. September 9, 2025 Work Session: • No comments. Six-Month Calendar: • No comments. Deputy City Manager Tyler Marr • There was a nice celebration of Mike Calhoon on Friday night with a really great turnout. Shout out to all who took the time to come and to Mike for his many years of service. His last day with the City is tomorrow. • Denver 7 ran a story featuring the City’s recreation department. Kudos to LeAnn Williams for the interview highlighting her department and the different approaches that are being taken related to recreation. City Attorney Carrie Daggett • No updates. City Manager Kelly DiMartino: • No updates. Mayor Pro Tem Emily Francis • No updates. Mayor Jeni Arndt • Asked about the process to schedule the Ethics Review Board. Sarah Kane will be looking for dates that will work for board members sometime in September. The first step will be a screening of the complaints by the Ethics Review Board since the complaints relate to board and commission members. Senior Deputy City Attorney Jenny Lopez Filkins will be taking the lead on advising the Board. • Attended a recent Urban Renewal Authority board meeting. Kudos to the board for all the great work that is occurring. Meeting adjourned at 8:27 am.
