RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, Deputy City Manager
Tyler Marr, Assistant City Manager Rupa Venkatesh, Senior Deputy City Clerk Cecilia Good and City
Clerk Delynn Coldiron met in person on Monday, August 25, 2025. The following summarizes the
discussions that began at 8:00 a.m.
August 26, 2025 Work Session:
• No comments.
September 2, 2025 Regular Meeting:
• Item #14 – Civic Assembly Recommendations – this item will be on discussion since the vote on this
ordinance was not unanimous. It will be renumbered as Item #20 and considered prior to Item #21
which includes the resolution referring the ordinance to the ballot. Any protest for the ballot language
remains due at noon on Monday, September 1, even though this is a holiday. Anyone interested in
filing a protest can email this to cityclerk@fcgov.com (by noon on September 1). The protest form
can be found here: https://www.fcgov.com/elections/ballot-title-protest. Individuals wanting to file a
protest in person can do so by submitting it to the City Clerk’s office no later than 5:00 p.m. on Friday,
August 29, or by calling 970-221-6515 to schedule an appointment for a time prior to noon on Monday,
September 1. The appointment needs to be scheduled before 5:00 p.m. on August 29th.
• Item #17 - Moor Annexation – These items were recommended for approval by the Planning & Zoning
Commission.
• Item #19 – Water Efficiency Plan – This is a good news item and is on consent due to the positive
feedback received from the Council Work Session.
Six-Month Calendar
• September 16:
o Council will be considering the Platte River Power Authority (PRPA) Organic Contract (on
consent).
o Electric Utility Enterprise – Members will be considering the PRPA Power Supply Agreement.

• September 23 – Budget conversations begin with full Council.
• October 28:
o Building Performance Standards item is scheduled.
o Our Climate Future (OCF) Strategic Funding Plan is also scheduled and will include an
overview of the OCF refresh project more broadly.
LPT requested that staff consider a report that covers the City’s progress on meeting
the 2030 renewable energy goals in light of PRPA’s progress and differences in energy
consumption accounting as a utility.
• November 3 – Reminder that this Council meeting will be on Monday night due to the election.
• December 9 – Southeast Community Center update will include information on proposed uses for
leftover funding from the current Community Capital Improvement Program (CCIP) tax.
• Foothills Metro District – This item was withdrawn by the applicant as they continue to work out details
around affordable housing. The applicant will resubmit once agreement is reached. There is nothing
the Council needs to do related to this item.
City Clerk Delynn Coldiron
• Election update:
o Two candidates for Mayor and one District 1 candidate have not yet filed their nomination
petitions. One candidate for Mayor has not picked up their nomination petition. The deadline
for submission of completed petitions is tomorrow at 5:00 p.m.
o Since LPT, two additional candidates have come forward and picked up nomination petition
packets. One for Mayor and one for District 3.
• Ranked voting outreach:
o Chamber event tonight – Civic Conversations.
o Volunteer Summit event on Thursday.
Assistant City Manager Rupa Venkatesh
• Staff is preparing a memo giving Council an update on the Public Nuisance Ordinance (PNO) program
which should be ready in mid-September.
• Staff is placing calendar holds for two tentative dates in December for a going away event for outgoing
Councilmembers.
• A Council Retreat will be scheduled in January. It was suggested that two consecutive Saturdays be
scheduled for this to help facilitate potential Councilmember work schedules. Staff will continue
efforts to secure a facilitator and identify dates.
Deputy City Manager Tyler Marr
• Shout out to City staff in addition to parties at the Rescue Mission and the Unitarian Church for
stepping up to assist the community following this weekend’s fire.

City Attorney Carrie Daggett
• Met (with others) with Rory Spotted Horse and his attorney about their concerns related to indigenous
religious rights.
Mayor Pro Tem Emily Francis
• Provided a shoutout to City staff for their support of the Tour de Fat event. It was estimated that
25,000+ people attended this great and fun event.
Mayor Jeni Arndt
• Attended the recent Water Congress meeting along with Tyler Marr and Eric Potyondy.
• Attended the Turkish Cultural Festival at City Park. It was a great event.
