Dear Chair Cunniff and Board Members:
On behalf of City Council, thank you for providing us with August 13, 2025 memorandum
regarding Citizen-Initiated Ordinance to Continue the City’s Existing Open Space Sales and Use
Tax and the Board’s recommendation that the Council place the item on the November 2025
ballot in order to preserve the habitat value of the Natural Areas portfolio.
As you know, City Council is scheduled to consider adoption of the resolution on Tuesday,
August 19. We invite you to view the Council meeting that night in person at City Hall at 6:00
p.m., online on fcgov.com/fctv or via cable TV.

Subject: Citizen-Initiated Ordinance to Continue the City’s Existing Open Space Sales
and Use Tax
This memo is to provide City Council with a recommendation following a discussion
regarding the citizen-initiated ordinance to extend the City of Fort Collins dedicated ¼ cent
open space sales and use tax in perpetuity.
Chair Cunniff made a motion that the Land Conservation and Stewardship Board
recommend that Council place the Citizens' Initiative to Continue the City's Existing
Natural Areas and Open Space Sales and Use Tax on the November 2025 ballot because
continuing funding of acquisition, restoration, operations, and maintenance of Natural
Areas in perpetuity is critical to preserve the habitat value of our Natural Areas portfolio
and is necessary to maintain the character of Fort Collins. Member Culver seconded the
motion. The motion was unanimously approved 8-0.
