Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: August 11, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr and City Clerk Delynn Coldiron met in the City Manager’s Conference Room on Monday, August 11, 2025. The following summarizes the discussions that began at 8:05 a.m. August 12 Special Meeting and Work Session: • No comments. August 19 Regular Meeting: • Item #17 – Lease of Real Property Adjacent to the Overland Electric Substation for a Battery Storage Project advancing Platte River Power Authority’s Integrated Resource Plan – this is a good news item. Kudos to the City Attorney’s office for navigating this complex item and bringing it to fruition. • Item #21 – Door-to-Door Solicitation Permitting Process – this item changes solicitation permitting process requirements. The item will stay on the Consent Calendar for now but may get pulled for additional discussion once materials are reviewed. • Item #25 and Item #26 – Foothills Metro District – these items are being removed from the agenda. • Item #28 – Community Capital Improvement Program – Mayor and Mayor Pro Tem raised questions about flexibility of funds if City financial landscape changes significantly throughout the years of the tax. Six-Month Calendar • September 2 – Need to add Items related to the referral of the Civic Assembly recommendation. • January will be added to the six-month calendar so Council’s organizational meeting can be noted. There was interest in getting the Council retreat scheduled as well. It was noted that portions of those planned onboarding elements will be discussed when talking about the budget revamp and related systematic changes. There are three candidates that have not yet picked up their petition packets. Candidates with sufficient nomination petitions and confirmed to go on the ballot include: o Josh Fudge, District 3. • Ranked Voting: o Staff attended the Poudre River Fest over the weekend and talked to over 300 voters. o A City in 60 recording will be done today related to this. o A boards and commissions super Issues meeting is scheduled for tonight focused on this. Deputy City Manager Tyler Marr • No updates. City Attorney Carrie Daggett • The Bank of America has confirmed receipt of the City’s request to wire payment to the City of the $21 million award in the Open lawsuit. It is expected that the City will receive the funds this week. The money will go back into various utility funds. City Manager Kelly DiMartino • A memo went into the Thursday Council packet related to budget. A list of ongoing potential cuts has been generated for 2026 that will be submitted to Council for consideration during upcoming budget discussions. Mayor Pro Tem Emily Francis • Thanked staff and all who participated in and attended the Neighborhood Night Out events. She liked having events spread out so she could attend more things. Mayor Jeni Arndt • Noted she continues to see and hear about the increase in E-bikes on trails (both in and outside the city). She noted that continued discussions and education will be important as these trends continue. • Asked about ownership of the Remington Parking lot; the City owns it. • The Denver Metro Chamber came here for their retreat and had a great experience. They loved Fort Collins and were very complimentary. Meeting adjourned at 8:55 am.
