Box 580 Fort Collins, CO 80522 970.221.6515 970.221-6295 - fax fcgov.com/cityclerk MEMORANDUM DATE: August 4, 2025 TO: Mayor and Councilmembers FROM: Delynn Coldiron, City Clerk RE: Leadership Planning Team (LPT) Meeting Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly DiMartino, Deputy City Manager Tyler Marr, Assistant City Manager Rupa Venkatesh, and City Clerk Delynn Coldiron met remotely on Monday, August 4, 2025. The following summarizes the discussions that began at 8:00 a.m. August 12 Special Meeting and Work Session: • A special meeting has been called for an executive session related to federal grants. This meeting will start at 5:00 p.m. Dinner will be available at 4:45 p.m. Councilmembers are welcome to eat during the executive session. A work session will follow at 6:00 p.m. Six-Month Calendar • August 19 has several discussion items scheduled including: o Civic Assembly recommendation (plan to do this as an Ordinance). Second reading and referral to the ballot will occur on September 2. o Community Capital Improvement Program Renewal referral to the ballot o Citizen Petition extending the Natural Areas tax referral to the ballot o Foothills Metro District Service Plan – continuation of the public hearing • August 26 – Staff Report on the Platte River Power Authority (PRPA) Organic Contract and Power Supply Agreement will be added. • September 16: o PRPA Organic Contract approval will be added o Electric Enterprise Board meeting will be held to approve the Power Supply Agreement • An executive session on water supply issues and topics will be added soon, likely for a date in September. It was noted that all work sessions spots are filled through end of the year and all Council priorities scheduled. Leadership Planning Team Meeting August 4, 2024 Page 2 of 3 City Clerk Delynn Coldiron • Staff will be visiting various Neighborhood Night Out events to provide information and answer questions about ranked voting. • Staff will be working with a third party attorney to pursue campaign finance violations that have been identified. Assistant City Manager Rupa Venkatesh • Noted staff will be sending Councilmembers a schedule for those who will be riding with the Police for Neighborhood Night Out events. Deputy City Manager Tyler Marr • Redlined and clean copy of PRPA materials mentioned above will be included as part of this week’s packet. Most of the changes have to do with contract extensions, modernization of language and preserving flexibility through the energy transition. There have been no major changes since many Council members attended PRPA’s joint work session with the three other owner communities. • Staff are meeting with the state legislative delegation today to preview some 2026 legislative topics from both City and legislator perspectives. City Attorney Carrie Daggett • Staff are finalizing arrangements for collecting the $21M Open litigation award. A wire of the funds is expected soon. • Office Manager Marlene Brown’s last day in the office was last Friday. Gigi Ramirez will be taking the lead in scheduling for City Attorney Daggett and will be filling in for an extended period. She and Patty Clarkin are the staff members that will be most involved in Council communications. City Manager Kelly DiMartino • Noted the budget situation is continuing to unfold and become more clear. The gap for this year is bigger than originally anticipated. A message providing additional details will be going out to staff and Council later this week. City Manager DiMartino noted that the item around LEED certification is underway now. All other items have a 2027 deadline. Mayor Jeni Arndt • No items. Meeting adjourned at 8:26 am.
