RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly
DiMartino, Deputy City Manager Tyler Marr, and Senior Deputy City Clerk Cecilia Good met in person on
Monday, July 14, 2025. The following summarizes the discussions that began at 8:04 a.m.
July 15, 2025 Regular Meeting
• Staff Report - Urban Wildfire Readiness Update: City staff will present the update to Council with Fire
Chief Derek Bergsten. Poudre Fire Authority representatives changed multiple times due to staff
being deployed to support emergency situations out of state.
• Item #20 – Citizen Initiated Petition for the Hughes Stadium Property: The deadline for protests of the
proposed ballot question language is today at noon.
Six-Month Calendar
• September 16 – Three Ethics Review Board recommended items are expected to come forward on
first reading making City Code amendments to address gift restrictions, gift reporting, and financial
disclosures related to gifts.
• The adoption of Land Use Code amendments and the CCIP tax renewal ballot referral will be added
to the calendar.
• The Nov. 4th Council meeting will be moved to Nov. 3rd due to the election and the meeting on Nov
11th is cancelled as it falls on Veteran’s Day.
• A Special Meeting will be scheduled on Aug 12th at 5 p.m., pending approval at the July 15th Council
meeting. This is to consider holding an executive session related to legal considerations related to
federal funding. It was discussed that if the early start works for Councilmembers, it is optimal to try
and keep the work session beginning at 6:00.
Senior Deputy City Clerk Cecilia Good
• The City Clerk’s Office (CCO) continues work on verifying signatures for the citizen-initiated petition
related to extension of the Natural Areas tax.
• CCO staff attended a mock ranked voting election with Larimer County at the County Election Center
last Wednesday, July 9th. Staff filled out ballots and learned about Ranked Choice Voting adjudication
processes. Mayor Arndt expressed thanks to the County for conducting the mock election.

• CCO staff continue to educate the community about Ranked Choice Voting by attending events
throughout the City.
Deputy City Manager Tyler Marr
• A Housing and Community Vitality Director was hired and will start September 2nd. Chad Wright will
be joining the City from Colorado Springs, where he most recently served as Executive Director of
the Colorado Springs Housing Authority, a role he has served in since 2013, following a four-year
tenure as their Assistant Executive Director of Operations
• Raised a question of LPT meetings over the coming three weeks given the Council calendar and
having a couple of cancelled meetings. It was agreed the next two would be cancelled and that LPT
would convene again August 4th.
City Attorney Carrie Daggett
• The Deputy District Attorney prosecuting the final defendant from the March 2024 gluing case has
indicated the trial in that case is being reset to a date later than the September 23-25 dates it had
originally been set for.
City Manager Kelly DiMartino
• A report will be sent to Council this Friday on the number of complaints received and tickets given
this year related to fireworks.
Mayor Pro Tem Emily Francis
• No items.
Mayor Jeni Arndt
• Recognized City Attorney Daggett for her 30th anniversary with the City.
