RE: Leadership Planning Team (LPT) Meeting
Mayor Jeni Arndt, Mayor Pro Tem Emily Francis, City Attorney Carrie Daggett, City Manager Kelly
DiMartino, Deputy City Manager Tyler Marr, and City Clerk Delynn Coldiron met remotely on Monday,
July 7, 2025. The following summarizes the discussions that began at 8:00 a.m.
July 8, 2025 Work Session
• Item #2 - Civic Assembly Recommendation on Hughes Property: It was suggested that a photo be
added of the property as it looks now.
• Item #3 – Land Use Code (LUC) Update: Commercial Corridors and Centers: This item will be done
similar to the other LUC item where staff will present on a specific area and then give Council a
chance to provide feedback before moving on to the next. This format is preferred.
• Item #4 – Community Capital Improvement Program (CCIP) Tax Renewal. A question was asked
about whether information had been provided on composting; related information has been included
in the Agenda Item Summary.
July 15, 2025 Regular Meeting
• Items relating to the citizen petition on the Hughes property will be added to the discussion agenda.
Staff will present the petition as sufficient, and Council will have a decision on whether to adopt the
Ordinance proposed by the citizens as written or to refer the item to the ballot.
Six-Month Calendar
• August 12 – Parking Item: Staff intends to share results from the Parking Study and collect feedback
to ensure alignment with Council on advancing paid on street parking prior to doing community
outreach and engagement on implementation. A second work session on this topic will be done in
the October/November timeframe where staff will report out on engagement efforts and bring forward
recommendations for implementation. This splitting will also allow for additional time to pass related
to the Oak/Remington lot so that staff may have more productive things to share.

• August 19 – Ballot-related questions are expected to come forward. These may include:
o Citizen initiative on extending the Natural Areas Tax (if the petition is sufficient)
o Civic Assembly ballot question
o CCIP Tax ballot question
• August 26 – Tree Preservation and Proposed Mitigation Policies Update: Staff confirmed that they
are using pro formas as part of this work and these will be part of the information presented.
o It was also confirmed that staff will respond to Council’s request for more information related
to the Hartford Homes email on this topic.
City Clerk Delynn Coldiron
• The protest related to the Friends of Hughes petition was withdrawn. The protest focused primarily
on campaign finance violations versus signature issues. Knowing the protest hearing would likely not
address campaign finance violations, the protestors decided to withdraw. There is a separate process
for campaign finance violations which was explained to the protestors should they want to file a
complaint.
• The citizen initiated petition related to extension of the Natural Areas tax is due by 5:00 p.m.
Wednesday, July 9th.
• Larimer County will be holding a mock ranked voting election for the Clerk’s staff at the County
Election Center on Wednesday, July 9th.
Deputy City Manager Tyler Marr
• Kudos to staff for all efforts related to 4th of July and another successful day of festivities.
City Attorney Carrie Daggett
• A motion has been filed seeking sanctions against Open and Open’s attorneys for actions they have
taken during the course of the pending litigation. It will be at least a few months before a decision is
made on the motion.
City Manager Kelly DiMartino
• First Friday closures of Linden Street are expected to occur in August, September and October. Only
the October one will be City-led programming as the August event is expected to include an art show
and the September event is expected to include an artisan street fair. The October event will be
hosted by the City with FC Moves taking the lead.

Mayor Jeni Arndt
• Bob Bacon is turning 90. Staff will prepare a proclamation to celebrate his decades-long community
service. The Mayor plans to read the proclamation during his 90th birthday celebration scheduled for
July 14th.
