BOTTOM LINE
The purpose of this memo is to address questions that were asked during the June 3, 2025
Staff Report on the Fort Collins One Water Strategic Plan.
DISCUSSION SUMMARY
Councilmember Ohlson requested additional information about how the One Water Vision
statement was developed as part of the planning process. The following describes the process
and information that was considered.
Vision Statement Development
1) Fifteen cross-departmental City employees participated in a Visioning workshop in
September 2024 during which participants reviewed example vision statements from
other One Water Plans.
2) As part of this workshop, staff engaged in two brainstorming exercises that included the
use of a survey tool. One exercise involved selecting the top 3 words that were desired
in a vision of One Water Vision Statement. Those were compiled in a word cloud. The
second exercise involved selecting top 5 choices from a list of pre-identified words
(multiple choice), and these were presented in the bar graph.
3) The group then discussed the rationale for selecting each of the words.

4) Using these words and conversations, the consultants developed 5 different draft vision
statements for consideration.
5) Staff facilitated three additional focus groups of 10-12 employees each to review the
draft vision statements and gather feedback on preferred wording. During this process,
the options were reduced down to two final options.
6) The project lead and the One Water Executive Director reviewed the feedback and
selected the final One Water vision statement.
Selected Vision Statement
The One water Action Framework advances collaborative and holistic water management
approaches that promote healthy watersheds, resilient communities, and water equity.
This version was selected based on its action-orientation reflected by “advancing collaborative
and holistic water management approaches” and that it encompasses priority outcomes for both
people and the environment.
